(GSFC) is seeking an industry partner(s) to develop design concepts for
one or two instruments for the Atmospheric Pollution, Aerosol, and
Chemistry Satellite (APACS) and support the development of a proposal
to respond to the NASA Announcement of Opportunity (AO) for the Earth
Science System Pathfinder(ESSP) Program. Additional information about
ESSP can be accessed at

primary selection of the APACS mission under the AO and the availabilty
of funds would result in an instrument contract for the selected
partner(s). GSFC's plans to select a partner(s) using the following
steps: 1) issue Partnership Opportunity Document, which includes a
mission overview of APACS, instrument specifications, and instructions
about how to respond to this partnership opportunity; 2) schedule oral
presentations; 3) receive presentation packages from interested
Partnership Opportunity Document respondents; 4) conduct
oralpresentations, April 10-17, 1998; 5) evaluate oral and written
presentations; and 6) select and notify industry partner(s) prior to
the ESSP pre-proposal conference on April 28, 1998. GSFC intends to
release this Partnership Opportunity Document via the internet, on
March 20, 1998. All Partnership Opportunity Document respondents who
intend to make an oral presentation must provide written or electronic
notice by no later than 5:00 p.m. Eastern Standard Time, March 25,
1998. Notice shall be by e-mail to Felicia Selden at
fselden@pop700.gsfc.nasa.gov, or in writing to NASA Goddard Space
Flight Center, Attention: Felicia Selden, Code 740.3, Building 5, Room
C324, Greenbelt, MD 20771. All Partnership Opportunity Document
respondents shall deliver their complete oral presentation packages to
Ms. Selden at the above address by no later than 5:00 p.m. Eastern
Standard Time on April 7, 1998. Contact Ms. Selden at 301-286-4959, if

Partnership OpportunityDocument does not represent a guarantee of
selection for hardware development. GSFC does not currently have a
requirement for these instruments or funds to support their
