a Request for Offer (RFO) for High Energy Proton Testing and
analytical services. This will be a one year contract with an option
for a second year. The contract will be a IDIQ type contract. Radiation
testing incudes split beam testing allowing two NASA tests to be
conducted simultaneously with proton energies ranging from 50 MeV to
200 MeV. Flux level dynamic range must be at least 2E8 to 1E7. NASA
testing regimens include 12 to 16 hours per day of testing over 3 to 5
consecutive days. Single testing while splitting with other users is
also required. The contract will allow development of adjuncts,
upgrades and new peripheral devices in support of an unique test or as
an improvement in the genral tst capability of the facility. Dosimetry
support at other facilities will also be required. The contractor shall
provide analytical studies of the mechanisms and develop FORTRAN code
formulating these models. Verification of the models shall be done
using experimental data available from the literature and or from
testing. The contractor shall be required to provide independent
testing such as long time duration, low dose rate component testing.
NASA/JSC intends to purchase the items from Indiana University under
the authority of 10 USC 2304 (c)(1). There is no other known source
that can meet the requirement for split beam testing at 50 MeV to 200
MeV. The Government does not intend to acquire a commercial item using
FAR Part 12. See Note 26. See Note 22. An Ombudsman has been
appointed. See Internet Note "B". Interested firms have 10 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
