C -- A/E SERVICES, EXTERIOR IMPROVEMENTS, BLDG. #1 SOL RFP 529-11-98 DUE 040798 POC Terrence L. Blair, 724/477-5052 A/E services to furnish fully developed construction documents, including preliminary plans, technical specifications, working drawings, cost estimates, and construction period services for Project #98-121, Exterior Improvements, Bldg. #1, VA Medical Center, Butler, PA. The design, including working drawings, specifications, and construction period services will be two separate packages to enable the Government to issue the construction contracts as two phases. This work includes, but not limited to: electrical, mechanical, architectural, asbestos abatement and site modifications. PHASE 1 Main Lobby and Entrance Work includes, but is not limited to: construction of a new fa ade with substantial roof offering curbside service, new sidewalks, paving, and expand current lobby. The project will complement the new pitched roof being concurrently designed. The new lobby will be renovated to contain an information area, police area, restroom facilities, and other areas as necessary. The A/E will interface with other consultants currently designing other projects to maintain the designed aesthetic appeal. The design of Phase 1 must be completed by July 15, 1998. PHASE 2 Replace Windows Work includes, but is not limited to: replacement of existing windows with energy efficient windows. The A/E shall investigate the structural integrity of the window openings and develop plans for modification as necessary as part of the design. The design will incorporate plans so that construction can be accomplished in multiple phases based on available funding. Completion time for A/E design is 90 calendar days. The estimated construction range is $1,000,000.00 to $2,000,000.00. Only firms with prior experience in the design of similar type projects, and those with the professional capacity to complete this type of work will be considered. The following are the evaluation factors in order of importance for this project: TEAM PROPOSED FOR THIS PROJECT: Specific experience/qualifications of personnel proposed and technical competence of the firm with similar projects; PREVIOUS EXPERIENCE OF PROPOSED TEAM; Project experience on government contracts and previous experience with similar projects; PROPOSED MANAGEMENT PLAN: Professional capacity to perform within time limitations and plan for design and construction services; LOCATION AND FACILITIES OF WORKING OFFICES: Prime firm and consultants; PROPOSED DESIGN APPROACH FOR THIS PROJECT: Proposed design philosophy, proposed energy efficiency/waste reduction, and anticipated problems and potential solutions; ESTIMATING EFFECTIVENESS: Ten most recently bid projects and compare actual construction cost; MISCELLANEOUS EXPERIENCE AND CAPABILITIES: Interior design, CADD and other computer applications, value engineering and life cycle cost analyses, environmental and historic preservation considerations, and CPM and fast track construction; AWARDS: Awards received for design excellence; and LITIGATION: Litigation involvement over the last 5 years and its outcome. The geographical area of consideration is a 100 mile radius of the VAMC, Butler, PA. This is not a request for proposal.
