synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulations document (FAR) subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
Solicitation number F23606 98 Q4028 is being issued as an RFQ. The
solicitation is 100% small business set-aside and size standard is 500
employees. The SIC is 3429. The Defense Priorities and Allocations
System (DPAS) rating is C9E. Evaluation/Award: The Government will
award a contract resulting from this solicitation to the responsible
offeror whose quote to this solicitation is the lowest overall price.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-3. CLIN 0001.
Provide all services, tools, materials, transportation, and labor
necessary to provide and install manhole security locks on 305 manhole
covers. The work to be performed includes drilling and taping two 5/8"
sized holes and installing two locking bolts (5/8" 11 x 3.00) per
manhole cover. Bolts are to be McGard P/N 117011 with 2 large T-Keys
P/N 110004, two socket wrench keys P/N 110007, with plastic dust caps
P/N 00831. These locking bolts are to be installed in restricted areas
and the contractor will be under government supplied escorts. All
locking devices used shall be keyed to match existing pattern and bolts
"must meet or exceed" the following specifications. Bolt must be made
from alloy steel, heat treated to 150,000 psi tensile strength. Head of
bolt must be selectively hardened to (rc) 60 min to prevent the use of
files, hacksaws, and chisels. Bolt is manufactured with either a flat
or 120 degree cone seat as required. Bolt will be torqued by means of
a recessed curvilinear (daisy) groove in the top face of the bolt
head. The outside of the head of the bolt must have a special
non-standard thread for a protective dust and weather cap. Bolts are to
be triple nickel chrome plated in order to meet an ASTM-368 C.A.S.S.
test of 22 hours. Bolt threads are to be class UNC-2A. All personnel
employed by the contractor shall be responsible for all damages to
Government property resulting from negligence on the part of the
contractor or his employees. Any Government property that is damaged
shall result in replacement by contractor, or reasonable payment shall
be withheld from the contractor. Personnel assigned to perform the
work shall be pre-announced 14 days prior to arrival. Awardee will
provide names, birth date, drivers license number, and social security
number typed on company letterhead and forwarded to 509 CES/CEOE, SVC
Contracts, 669 10th St, Whiteman AFB MO 65305-5074. Faxed transmission
of this letter is acceptable to 660-687-2697. Blanket Wage
Determination No. 94-2307, Revision No. 7, dated 5/10/1996, shall be
incorporated in resulting award. This statement is for information only
it is not a wage determination: Employee Class 23370, General
Maintenance Worker Wage rate and fringe benefits $17.09 per hour.
Awardee will be allowed 15 working days to complete the installation.
Work days will be from Monday through Friday from 7:00 a.m. through
4:30 p.m., excluding federal holidays. Special hours of escort outside
the normal operation time may be arranged prior to need. Efforts will
be made to expedite the contractors work if requested. Possible work
delays may be anticipated as a result of Whiteman Air Force Base
operations and activities. Every effort will be made to provide you
with timely notification of these interruptions. For every day of delay
used by the government, an additional day will be added to the
performance period at no additional cost to the government. Work must
be completed by 29 May 1998. F.O.B. Destination, Whiteman AFB, MO. The
attire of all contractor personnel shall be practical during the
performance of their duties and military style clothing will not be
worn. Failure to adhere to specified delivery terms selected shall
render your quote non responsive. The following FAR Clauses and
Provisions apply to this acquisition: Provision 52.212-1, Instructions
to Offerors Commercial Items (June 1997). Provision 52.212-3, Offeror
Representations and Certifications Commercial Items (Jan 1997). Clause
52.214-4, Contract Terms and Conditions Commercial Items (May 1997);
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Commercial Items (Aug 1996). Bidders shall
include a completed copy of FAR Provision 52.212-3 with their bid. The
above Provisions and Clauses may be obtained via Internet

subject to late bid provisions incorporated herein. Offers are subject
