DRAFT SOLICITATION FOR COMBINED NATURAL GAS AND FUEL OIL PURCHASE The Defense Energy Support Center (DESC) has issued a draft solicitation for industry comment. The solicitation, numbered SP0600-98-R-0029, combines purchases of natural gas and burner oils at individual activities. DESC envisions that a single contractor would be awarded a contract for supply of all natural gas and burner oil required at a particular activity. For activities with dual-fuel capability, the contractor would be expected to determine the most economical fuel and make recommendations to the activity on when to alternate between natural gas and burner oil. Actual locations have not been determined and are not identified. In the solicitation, false or "dummy" activities have been created to aid in understanding the proposed format. Again, this is a draft solicitation, developed only to elicit comments from an industry point of view. No offers will be accepted based on this solicitation, and no contract awards will be made.
