This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, and the test program
in FAR Subpart 13.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotations are being requested and a written solicitation
will not be issued!! 17(ii). Solicitation Number DAAC89-98-T-0127 is
issued as a Request for Quotation!! 17(iii). This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-03. 17(iv). This is a full and open
procurement under SIC 3679, Uninterruptible Power Supply (UPS)!! 17(v).
There are four (4) Contract Line Item Numbers (CLINS). CLIN 0001, is
Uninterruptible Power Supply (UPS), quantity two (2) each. CLIN 0002,
is Installation Manuals, Schematics, and Drawings, quantity of two (2)
each, Not Separately Priced Item. CLIN 0003, is Operation and
Maintenance Manuals, quantity of two (2) each, Not Separately Priced
Item. CLIN 0004, is Technical on-site inspection and initial start-up,
test, and orientation, one (1) job!! 17(vi). Description:
Uninterruptible Power Supply (UPS), 50 KVA, 3 phase, hot-tie
configuration, Chloride Power Electronics Model No. EDP70/50 or
equivalent, with the following unique features: A dry type power
isolation transformer with a minimum K rating of 30; Harmonic content
maximum voltage of 3% THD for linear loads; Harmonic content maximum
voltage of 5% THD for 100% non-linear loads; Transfer time from
inverter to utility power when both sources are in phase lock of less
than 0.5 milliseconds; Capability to monitor all batteries
independently; When the inverter is supplied by the battery autonomy
time remaining shall be displayed. A change in load shall cause the
autonomy indicator to instantaneously indicate the new autonomy time;
All alarms and measurements which occur ten seconds before, and one
second after the inverter stops shall be stored by the microprocessor.
17(vii). Date of delivery for CLINs 0001, 0002, and 0003 is not later
than 90 calendar days from date of contract award; Date of delivery
for CLIN 0004 shall be within twelve (12) months from actual delivery
of the Uninterruptible Power Supplies as arranged between the
contractor and Government representatives. Place of Delivery,
inspection, and acceptance is Deseret Chemical Depot, Chemical Agent
Munitions Disposal System, Building 5123, Tooele, Utah 84074, ATTN:

Solicitation provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items (JUN 97) is hereby incorporated by reference!! 17(ix).
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous representing the best value to the Government
price and other factors considered. The following factors shall be used
to evaluate offers: Evaluation will be based on (1) Past Performance
(see below). (2) Delivery Terms. Ability to meet required delivery
schedule and (3) Price. Factors are listed in their relative order of
importance. Past performance will be evaluated as follows: Evaluation
of past performance shall be based on information provided by the
offerors (see below), and any other information the Government may
obtain by following up on information provided by the offerors and/or
through other sources (i.e. offerors performance on previously awarded
contracts and/or contracts with other Government entities). The
offeros must identify two Federal, state, or local government and
private contracts for which the offeror has supplied similar products
identified in this solicitation. References should include the most
recent contracts completed within the last five years. The offeror
shall provide a point of contact, current telephone numbers and fax
number for each contract. This list is due by the date established for
receipt of offers!! (17)(x). Offerors are reminded to include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its
