A sole source procurement is contemplated with Lockheed Martin Vought
Systems, 1701 West Marshall Drive, Grand Prairie, TX, 75051. (See
numbered Note 22). Lockheed Martin Vought Systems is the only known
qualified source to perform this effort. The Air Force Research
Laboratory Munitions Directorate (AFRL/MN) requires the collection of
sequestered LADAR sensor data to support the Powered Low Cost
Autonomous Attack System (Powered LOCAAS) program and the Office of the
Secretary of Defense (OSD) Virtual Distributed Lab (VDL) effort. The
time frame for the data collection is constrained to be May-June of
1998 so as to coincide with ongoing captive flight tests being
conducted at Eglin AFB, FL. Due to time constraints for this activity,
there will not be time to develop and checkout a new sensor/pod
configuration. Lockheed Martin Vaught has a flight worthy sensor, which
is capable of collecting data directly applicable to the LOCAAS program
in the time frame allotted for this activity. Lockheed Martin Vought
Systems is currently the only source capable of operating a diode
pumped solid state LADAR seeker in a manner consistent with the Powered
LOCAAS operating characteristics. Because of this, Lockheed Martin
Vought Systems is uniquely qualified to perform the effort to be
accomplished on this program. The Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1.
Firms having applicable background, interest and capability may submit
particulars, in accordance with Note 22, no later than 7 April 1998 to
AFRL/MNK, Attn: Jean M. Pulley, 101 West Eglin Blvd. Suite 337, Eglin
AFB, FL 32542-6810. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. All
potential offerors should establish channels to voice concerns before
resorting to the use of the Ombudsman. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the selection decision. The Ombudsman should only be contacted with
issues or problems that have been previously brought to the attention
of the contracting officer and could not be satisfactorily resolved at
that level. Potential offerors are invited to contact ASC Eglin's
