materials as necessary to provide professional support in the
performance of specific tasks for the Geotechnical Laboratory's
Airfields and Pavements Division in connection with ongoing and
proposed research efforts. The scope of work shall include all aspects
of planning, construction, instrumentation, conducting, managing,
evaluating, briefing, and reporting of research and development
activities within the subject laboratory located at the Waterways
Experiment Station (WES), Vicksburg, MS. The specific tasks the
contractor will be required to participate in are directed towards
satisfying Army requirements in several specific technical areas of
civil engineering which include: airfield pavements; geotechnical
engineering; sustainment engineering; foundation engineering; and
airbase and airbase facility surveys. Also, the contractor may be
required to develop and evaluate new or modified materials, prototype
hardware, construct model and prototype items, perform field and
laboratory investigations and data collection and analysis, develop
techniques for system evaluations and data analyses, and conduct a
broad range of research leading to the resolution of Army civil
engineering problems. The contractor shall provide the organization and
personnel who are oriented toward and capable of providing the
specialized Scientific Engineering and Technical Assistance (SETA)
support necessary through a Direct Support Group and a Supplemental
Support Group. The Direct Support Group shall be physically located at
WES and shall include scientific and engineering (S&E) personnel,
laboratory personnel, and other appropriate technical personnel
dedicated exclusively to satisfying contract requirements. The
Supplemental Support Group shall consist of specialists who may be
called upon from within the contractor's company or from other outside
sources when additional scientific and/or engineering assistance is
required on a short-term basis or when assistance is required in areas
of technical expertise or construction capability not otherwise
provided or available from within the Direct Support Group. Personnel
assigned to fill those specified scientific, engineering, and technical
positions must be capable of obtaining a "Secret" clearance. Proposals
will be evaluated based on the offeror's demonstrated performance and
experience, technical background of key personnel, management
structure and capabilities, and cost. The Government intends to release
solicitation number DACA39-98-R-0013 on or about April 8, 1998 on the
Internet. Printed specifications will not be available. Also, the
Government reserves the right to use only the Internet as notification
of any changes to this solicitation. It is, therefore, the offeror's
responsibility to view the website frequently for any posted
amendments. Offerors need only to follow the URL link shown in order to

thirty (30) days from the date of release, as shown on the
