The Defense Supply Service-Washington intends to issue a sole source contract with Guidry Associates, Inc. for the development of a communications strategy for the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD/P&R). Building on experience in strategic communications, a substantive knowledge of the manpower, personnel, and training issues confronting the various offices withtin OUSD/P&R, intimate knowledge of the OUSD/P&R organizational structure, and on previous work undertaken in strategic communications for the most senior levels within Department of Defense, the contractor shall (1)examine existing communications practices within OUSD/P&R,(2) suppport OUSD/P&R efforts to develop internal management communications methods, (3)develop procedures for content development for communications to various audiences, (4)provide support for training, seminars, and offsite meetings to further OUSD/P&R's communications objectives, (5)assist in writing and production of communications materials, and (6)support the development of the OUSD/P&R communications strategy.
