Lockett, Contracting Officer-Freeman Randolph CBD NOTICE FOR ORLANDO, FL COURTHOUSE ANNEX The General Services Administration (GSA) announces an opportunity for design excellence in public architecture. Architect-Engineer (A-E) services are required for a new United States Courthouse Annex in Orlando, Florida. The Government's program objectives for this project are that it: 1) serve the Government's present and future needs for functional space in the most efficient and cost effective manner; 2) demonstrate productive workplace principles; 3) provide a model for sustainable design in the Federal Government; 4) provide a visual testimony to the dignity and stability of the American Government and the seriousness of the federal judiciary's mission; and 5) be an asset to the community that reinforces urban planning objectives of the City of Orlando, Florida. The site selected by the Government for the new United States Courthouse Annex will be on a block adjacent to the existing George C. Young Federal Building-Courthouse located at 80 NorthHughey Avenue, Orlando, FL. The site consists of 3.846 acres, more or less and is located at the northwest corner of Central Boulevard and Hughey Avenue West, and is adjacent to Interstate 4 in the Downtown Business District of Orlando. The facility will not exceed 23,997 gross square meters while containing approximately 14,945 occupiable square meters (excluding interior parking) to deliver the required program. The project will include approximately 35 secure interior parking spaces and 200 additional surface parking spaces. The facility will be occupied by the U.S. District Court, the Magistrate Court, offices for Clerk of Court, Pretrial Services, the U.S. Probation Office and the U.S. Marshals Service. The estimated total construction cost for the project is estimated to range between $35,000,000 and $45,000,000 with occupancy planned for 3rd quarter FY 2002. The new United States Courthouse Annex shall consist of the following functions: eight (8) U.S. District Court courtrooms and chambers andsix (6) U.S. Magistrate Court courtrooms and chambers with offices for the Clerk of the Court, Pretrial Services, Probation, U.S. Marshals Service offices, including sallyport and detention cells, and joint-use GSA space for conference/training rooms, food service, etc. The objective of the selection process is to select an excellent designer and firm supported by highly qualified design professionals who will produce a building that exemplifies design excellence. Accordingly, this will be a two stage selection process that will establish design excellence as the initial level of selection, and project team qualifications as the final criteria for selection. In this process, the design person and the associated architectural design firm that will, as a minimum, develop philosophy, design intent and conceptual design for this building is herein identified as the key designer and the key design firm. The Stage One selection process will result in a minimum of three firms selected for interview and final selection. This is a nationwide procurement open to all firms in the United States. The scope of A-E services under this proposed contract may include, but may not be limited to, the following: pre-design programming; site investigation (including geo-technical surveys and analyses, topographical and boundary surveys); complete concept, design development and construction document A-E design services; cost estimating (Uniformat level III/CSI Format); space planning; landscape design; construction phase contract services; and other required supplemental services if so requested by the Government. The facility will be designed and constructed in "hard" metric (System International) units. The A-E selection will be completed in two stages as follows: STAGE ONE: Offerors shall submit a modified SF255 and SF254. Stage One selection will be based on the design excellence qualifications of the key design firm and the key designer. No other qualifications shall be submitted in the first stage. Selection shall be based upon: 1) Past Performance on Design (25%). For the key design firm, submit 8"X10" photographs (maximum of three per project) and a typewritten description (maximum of one page per project) for a maximum of five designs contracted for in the past ten years. Include tangible evidence -affidavits, certificates, publication notices, awards, peer recognition, etc. demonstrating design excellence. 2) Philosophy and Design Intent (35%). In the key designer's words, using a maximum of three typewritten pages, state your overall design philosophy, approach to the challenge of resolving design issues, parameters of design that apply to this project, philosophy of creating a building that relates to the design fabric of the downtown community, etc. Partial solutions should not be addressed at this time, but will be required during the interview. 3) Key Designer Profile (15%). For the key designer for this project, submit a biographical sketch including education, professional experience, recognition for design efforts, inclusive of example identity and description of areas of responsibility, and commitment to this project. And 4) Key Designer Portfolio (25%). Submit 8" X 10" photographs (maximum three per project) and a typewritten description (maximum one page per project) of not more than three designs attributable to the Key Designer and contracted for within the past ten years including challenges and resolutions. After the A-E Evaluation Board reviews the Stage One submittals, the Board will select a short list consisting of a minimum of three firms, and will request a Stage Two submittal from the short-listed firms, as outlined below. Once announced, the short list will be published in the CBD. STAGE TWO: Following the Stage One selection, the successful offerors will develop the complete project team and submit SF255s and SF254s for the entire project team. It is not necessary to re-submit information submitted in the Stage One selection process. Selection shall be based upon: 1) Experience, Background, Qualifications, and Design Ability of Key Personnel committed to the Project Team (30%); 2) Project Management Approach (15%); 3) Special Consideration (includes design and production principles, metric experience, design and production facilities, and compatibility to Microsoft office automation, Autocad, and Prolog Manager) (15%); and 4) Design Experience and Approach of Project Team (40%). The Government will establish the date these Stage Two submittals are due and will provide further information regarding the selection criteria to the short-listed firms. As part of this stage, the A-E design team will identify a short list of artists (up to 10) who may be considered for inclusion in the project team. Such artists shall be of the highest caliber, capable of creating works of art integrated into the architectural design and of serving as collaborative members of the design team. Stage Two submittals shall include resumes and a representative number of 35mm slides of each artist's work. An interview with each project team at its principal office will be included in this stage. In developing the project team, those offerors selected for interview are advised that either the prime A-E contractor or at least one member of a prime joint venture must have an existing professional design production office within the State of Florida, and such office shall have been in operation as of the date of this announcement. No other contractual relationship is acceptable, i.e. offerors not having an existing professional design production office within the State of Florida cannot serve as the prime A-E contractor. Offerors must demonstrate capability to perform 70% of the construction document services in offices within the State of Florida. Although this procurement is open to large businesses, small and minority-owned A-E firms are strongly encouraged to participate. The Government recognizes the talent existing in smaller firms and encourages the contributions of new and innovative designers to public architecture. The small business and small disadvantaged business consultants being proposed by large businesses, as shown in the required SF-254s and SF-255s, shall be reflected in a Small Business and Small Disadvantaged Business Subcontracting Plan to be submitted with the Stage Two submittal. During Stage Two of the selection process, large firms must also provide a brief written narrative of outreach efforts made to utilize small disadvantaged and small women-owned businesses on this project, including Mentor/Prot g relationships, if any. An acceptable Subcontracting Plan must be agreed upon prior to contract award to any large business. During Stage Two, large businesses will be required to demonstrate a proactive effort to achieve the following minimum goals for all subcontracted work: Small Businesses (25%), including Small Disadvantaged Businesses (5%), and Small Women-Owned Businesses (5%). Potential offerors meeting the geographic limitations, and having the design qualifications and production capabilities to perform the services described herein are invited to respond by submitting three (3) copies of the Stage One submittal information listed above to the office and address listed below, to be received by that office no later than 3:00 PM on April 24, 1998. All submittals must clearly indicate the solicitation number on the face of the envelope. Late submittals will be handled in accordance with FAR 52.215-10.
