Solicitation F49642-98-R0050 previously published in the CBD on 12 Mar 98 and changed by Amendment 0001, 16 Mar 98, is hereby further amended. Amendment 0002 is issued to the above combined synopsis/solicitation for the procurement and installation of equipment for two multi-media conference rooms in building 1535 at Andrews Air Force Base, Maryland. A written amendment, SF 30, will not be issued. This amendment (1) makes changes to Attachment 1, the Standard Form 1449 and to Attachment 3, the Statement of Objectives (SOO), (2) provides potential offerors with the questions and answers that resulted from the site visit held on 18 Mar 98, (3) schedules a second site visit to Andrews Air Force Base and (4) incorporates Attachment 5, the Source List. (1) Attachment 1, block 6 add the date 12 Mar 98; Block 8 is hereby add the date 02 Apr 98/3:00 p.m. EST. Attachment 3, the SOO is changed as follows: (a) Paragraph 2.1.1, the second to last sentence is hereby changed to read, "Contractor supplied Computer Systems will be multi-media capable at the Secret level and compatible with the existing equipment (Hewlett Packard Document Projector and a Sony VCR) already in the organization." (b) The last sentence in paragraph 2.1.1 is hereby changed to read, "The required computer system will contain the items identified in paragraph 2.1.3 and perform the functions outlined in this SOO." (c) Paragraph 2.1.2, the first sentence is hereby changed to read, "The audio/visual system must have the ability to provide high quality, high resolution briefings, presentations and utilize Microsoft operating systems and, video and overhead projection. Conference Room B301 must be equipped with Video Teleconferencing (VTC) at 30 frames per second. Conference Room AA302 must be VTC compatible." (2) The following questions were submitted by contractors attending the first site visit and are presented here for general information. Question 1: What is meant by VTC Capability? Answer 1: The original intent was to have the successful offeror ensure VTC capability in Conference room B301. VTC should be capable of display on a separate monitor and integrated into the room projection system. Offeror must ensure Conference room AA302 is VTC ready so that the VTC could be added at a later date. Question 2: How much space is between the ceiling and the drop-down paneling? Answer2 : In Conference Room AA302, the space is approximately 3 feet. In Conference Room B303, there is approximately 2 feet. Question 3: Are the cable trays already present? Answer 3 : yes. Question 4 : Do we need connectivity to the LAN? Answer 4: yes. Question 5: What type of LAN connection do you have? Answer 5: 3COM superstat 1000. Question 6: Is the contractor expected to do the engineering and layout of the room? Answer 6: yes. Question 7: How many screens will be needed? Answer 7: The contractor shall provide two built-in screens ( one for each room). The government will supply two drop- down screens. The contractor will be expected to perform electrical hook-ups and mountsfor the drop down screens. Question 8: What is the period of performance? Answer 8: The procurement and installation shall be complete 4 weeks days after contract award. The period of performance will remain open until all warranties have expired. Question 9: Are there any additional lighting requirements? Answer 9: Contractor should determine as part of their technical solution. Question 10: Who is General Taylor? Answer 10: He is the Commander of AFOSI (Air Force Office of Special Investigations). Question 11: How many speakers are required? Answer 11: The contractor should determine how many speakers are necessary to provide good sound in the conference rooms. Question 12: How many screens are required? Answer 12: The contractor shall provide one screen per room. The Government will provide one power drop-down screen per room. Question 13: Should the system be configured for electricity? Answer 13: yes. Question 14: What are the make and model of the screens? Answer 14: DA-Lite Cosmopolitan. Question 15: Are the LAN and Cable TV already in place? Answer 15: Yes. The contractor will only have to connect to it. Question 16: What is the requirement for training and maintenance? How many training sessions are required? Answer 16: We have 30 people we want trained on the use of the systems, troubleshooting and maintenance. The number of sessions is up to the contractor. We also want a helpdesk number to call in case we need further assistance. Question 17: What is the due date for proposals? Answer 17: 02 Apr 98 at 3:00 p.m. EST. Question 18: The SOO states that the equipment should be compatible with existing equipment. Can you provide us with a list of existing equipment? Answer 18: Hewlett Packard Document Projector and a Sony VCR. Question 19: How many laptop hook-ups are required? Answer 19: One for each podium and one in each of the projection room. A total of six are required. Question 20: What type of laptop will you be using? Answer 20: The system should be compatible with any laptop. Question 21: Should the computers come supplied with the software listed in the SOO? If so, what operating system do you use? Answer 21: Yes. Win 95/Office 97Pro. Question 22: Should the VTC come through the screen? Answer 22: Yes. And should also have capability to project on a stand alone monitor. Question 23: The CBD notice discusses compatibility? Do you want the same compatibility in both conference rooms? Answer 23: Yes. Question 24: What type of system will you have? Answer 24: PictureTel 2000. Question 25: What are the dimensions of the room? Answer 25: AA302 -- 33'11" x 24", B301 -- 23'7" x 19'10". (3) A second site visit has been scheduled for 25 Mar 98 at 1:00 p.m. EST. It will be held at Andrews Air Force Base, building 1535. Only contractors who were unable to attend the first site visit will be permitted to attend. All requests to attend the site visit should be submitted to Kimberly Ball by fax at (202) 767-7816 not later than 0900 on the morning of the 25th. This will ensure interested offerors are granted access to the base. The request should be submitted on company letterhead and include the names of the individuals planning to attend (limit 2 per company). (4) The Source List, as of 20 Mar 98, is hereby incorporated into the solicitation. AMENDMENT ACKNOWLEDGEMENT: Proposals must acknowledge receipt of this amendment before the hour and date specified in the synopsis/solicitation. The hour and date for receipt of proposals is not changed. Except as provided herein, all other terms and conditions of F49642-98-R0050 remain unchanged and in full force and effect.
