itop2@tasc.dot.gov. The U.S. Department of Transportation (DOT),
Transportation Administrative Service Center (TASC), plans to issue a
follow-on contract to the Information Technology Omnibus Procurement
(ITOP). Under the program, ITOP II, Information Technology requirements
will be acquired through the use of multiple Indefinite
Delivery/Indefinite Quantity contracts in three functional areas. The
functional areas are Information Systems Engineering (ISE) covering
requirements such as development, analysis, and implementation of IT
strategies, architectures, program planning and assessment, and risk,
trade-off, requirements, alternatives, and feasibility studies that
advance the goals and objectives of the Government; Systems Operations
and Management (SOM) covering requirements such as planning, analysis,
troubleshooting, integration, acquisition, installation, operations,
maintenance, training, documentation, and administration services for
office automation systems, and; Information Systems Security (ISS)
covering requirements such as operational and analytical support
related to security for mainframe information assets, disaster
recovery, computer security awareness and training, quantitative risk
analysis of large sensitive systems and independent verification and
validation tests. For each functional area, TASC intends to 1) issue
multiple Indefinite Delivery/Indefinite Quantity contracts with a
minimum guarantee, and 2) compete subsequent delivery/task orders among
those firms that win a contract within the functional area. It is the
intent of this office to make available to other Government agencies
(including state, local, and quasi-governmental agencies) the
opportunity to satisfy their requirements by utilizing the contracts
awarded under ITOP II. The Government intends, for each functional
area, to award a minimum of two contracts to 8(a) firms, a minimum of
two contracts to small businesses, and a minimum of two contracts under
full and open competition. Offerors will be asked to submit a complete
proposal foreach functional area they propose and may not compete in
more than one category (e.g., 8(a), small business, or full and open)
for each functional area. Offerors may submit proposals in more than
one functional area. There is one pre-solicitation briefing planned to
be held on May 12, 1998, in the U.S. Department of Interior
auditorium, 1849 C Street, NW, Washington, DC 20240 from 9:00 a.m.
until 12:00 noon. Offerors are not limited in representatives that can
attend. Pre-registration is required by faxing or e-mailing a request
to Cheryl Buchanan at fax (202) 366-9848 or e-mail at
itop2@tasc.dot.gov. A hard copy of the draft solicitation is available
by written request to the above address. The solicitation will also be
available electronically, 24 hours a day, via the Internet. A summary
of the changes from the original ITOP program and the entire draft
solicitation will be accessible via World Wide Web (WWW). The DOT WWW
Server can be reached at http://itop.dot.gov//. When connected, select
the link titled "ITOP II Draft RFP". (It is anticipated that a draft
version of the solicitation will be available for comment April 10,
1998. Comments will be accepted up to May 8, 1998, and may be sent via
e-mail to itop2@tasc.dot.gov or in writing to the above point of
contact. The anticipated timeframe for release of the formal
solicitation is summer 1998. Note that these dates are subject to
change and it is the responsibility of the interested parties to
periodically check the solicitation status either through checking the
Internet or by calling the point of contact.) After the release of the

(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital assistance
for transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
