The FISC Norfolk Detachment Philadelphia intends to acquire through other than full and open competition on a SOLE SOURCE BASIS with Raytheon Systems Company, Los Angeles, CA. This requirement is for Contractor Plant Services in support of the APG-73 Radar system. This requirement is to train in-house Naval Engineering Technical Services (NETS) in theory, operation and troubleshooting of the APG-73 Radar systems used in the F/A-18 aircraft. The training shall take place at the Contractor's facility on or about 1 June 1998. This contract covers the Government's minimum needs. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 6 April 1998 will be considered by the Government. A determinationby the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible resources may submit a proposal which shall be considered by the Fleet and Industrial Supply Center Norfolk Detachment Philadelphia.
