Contract Administrator, (301-443-0424), Fax: (301-443-3651) The Food
and Drug Administration (FDA) intends to award a purchase order to an
expert contractor to assist with its new public awareness campaign
titled "Women's Health: Take Time To Care (TTTC)". The Contractor must
have the capability to complete the following: 1.) design and work
with OWH staff to implement a program briefing for national
organizations whose members and/or constituencies are consistent with
the TTTC target audience. At a minimum, this will include meeting with
the Project Officer to prepare a representative guest list. Assuring
the attendance of at least 40 national organizations at a meeting in
Washington, DC during the month of April 1998. Develop an agenda for
the briefing, handling meeting logistics such as selection of a site,
assuring all necessary meeting equipment, drafting letters of
invitation for speakers and attendees. Coordinating with the FDA Office
of Public Affairs to assure that the logistical needs of the media are
met. Contacting approximately seven guests from each of the two TTTC
pilot cities (Hartford, CT and Chicago, IL) to attend the briefing. 2.)
Provide technical assistance to the TTTC Coordinators in each of the 15
selected cities. At a minimum, this will include: Meet on a weekly
basis with the Project Officer to set priorities for the TTTC
Coordinators. Establish a mechanism to receive Coordinator requests on
a daily basis. Assure that each coordinator clearly understands the
"seven steps" which are required to implement TTTC program as described
in their training manual. Provide one-on-one strategy assistance to
each TTTC Coordinators which will result in a which are required to

Provide one-on-one strategy assistance to each TTTC Coordinators which
will result in a week-long calendar of events in each city as
identified on the attached national roll-out schedule. Assist in the
preparation of media lists for radio public service announcements and
print news articles. Guide TTTC Coordinators inthe preparation of an
inventory (list of the materials needed participating organizations.
3.) Establish a reporting mechanism between headquarters and field
staffs which will assure prompt notification of progress, problems and
new directions. At a minimum, this will include using the Internet
system for rapid response to questions. Defining the content of
on-going and final reports form the field. Suggesting guidance
information which should be develop by headquarters as needed. 4.)
Monitor TTTC week activities in selected cities, providing onsite
assistance to the TTTC Coordinator during this period. At a minimum,
this will include traveling to approximately 8 of the 15 cities for 5
working days. Developing a brief report 3 page summary of the week.
Making suggestions to the Project Officer about future activities in
other cities. 5.) Develop a final report which will include highlights
collected from the 15 TTTC Coordinators and make suggestions for how
the program could be continued without OWH funding in the future. The
report should not exceed 10 single spaced pages. Period of Performance
