R -- CONSULTANT SERVICES Under authority of 41 U.S.C. 253(c)(1), the Government anticipates entering into sole source procurement with Cyber Tech, Inc., San Juan, Puerto Rico for Consultant Services (8999). Contractor shall provide all labor, materials and equipment to negotiate new and existing per diem reimbursement rates with local medical insurance firms for inpatient, ancillary and physician services for contracts with health insurers on the island. Contractor must be familiar with local market health insurance companies, federal and local laws and regulations as they pertain to the Government and the Commonwealth of Puerto Rico. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This contract action is for services for which the Government intends to solicit and negotiate with only one source under FAR 5.302 and under Commercial Item Acquisition, FAR Part 12. Interested persons may identify their capability to respond to this requirement or to submit proposals by 3/27/98. This notice of intent is not a request for competitive proposals. However, all proposals received on or before 3/27/98 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
