Industrial Supply Center has a requirement for security guard services
for the National Archives properties located at 700 Pennsylvania Ave.,
NW, Washington, DC, referred to as Archives I, and 8601 Adelphi Road,
College Park, MD, referred to as Archives II. The Contractor shall be
licensed by the State of Maryland to provide armed security guard
services. The Contractor must manage and provide a professional armed,
uniformed protective security force that protects the cultural
property of the United States. The contractor shall operate 26 security
posts, which include 9 posts that are manned 24 hours a day, 7 days a
week. Estimated annual productive hours required are 2,080 hours of
project management, 17,520 hours of supervision, and 122,725 hours of
professional security officer services (includes only the actual
working time of employees performing services as specified on the
individual Guard Post Orders.) The Contractor shall also provide
additional services of up to fifteen (15) qualified trained, and
experienced guards for any given eight (8) hour shift if ordered. The
Contractor shall provide management, supervisory, administrative, and
professional security guard personnel who are qualified, trained, and
experienced. The employment qualification requirements for security
guards exceed Guard II standards and include, but are not limited to,
education (HS diploma or GED), communication skills, experience (3
years minimum), medical, and background checks. All security officers
for both sites must have a firearms permit issued by the State of
Maryland and shall meet all Maryland State qualifications for security
guards. The Contractor shall provide necessary training,
administrative support, uniforms, equipment, materials, and supplies
necessary to provide all the required services. The Government
anticipates awarding a labor-hour contract for a one-year period and
four (4) one-year options. Award will be made to the offeror that
offers the best value to the government. Oral presentations will be
required as part of the offeror's proposal. Oral presentations will be
scheduled with offerors after the close of the solicitation. Site
visits and a pre-proposal conference will be scheduled during the
solicitation period. The solicitation due date is 30 days after
issuance. The deadline for the issuance and the closing date of the
solicitation are approximate. Please refer to the solicitation for the
