Slana (Site Code W31XNJ) This project is a two-phase design/construction project for the purpose of designing and constructing a new Atmospheric Air Dryer Facility (AADF) to provide an additional independent source of dry air within the Propulsion Wind Tunnels (PWT) at Arnold AFB, TN. The new facility must be integrated with the operation of the existing dryer to meet all PWT test requirements in tunnels 16T, 16S, and 4T. The new dryer must be capable of a maximum air flow rate of 450 lbs/sec with an outlet specific humidity of 1.9 grains/lb. The combined capacity of the existing PWT Dryer and the new AADF will provide 7 days/week, 24 hours/day of continuous 200 lbs/sec dry- air support at an inlet air specific humidity of 125 grains/lb and an outlet air specific humidity of 1.9 grains/lb. The new dryer facility will include the following major equipment: inlet air filters, pre-cooler system, two parallel desiccant beds, exit air filters, a reactivation system, a pressurization system, automatic control system, and instrumentation system. The new dryer will also be capable of supplying 450 lbs/sec dry-air to the tunnels through the existing PWT ducting system. A limited number of plans and specifications will be available on a first come-first serve basis, until supplies are exhausted. Reprints will not be made. Specifications and drawings will not be available after the bid opening date. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (Network Analysis System) is required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. This solicitation includes bid options which may not be awarded. This is a "Best Value", two phase solicitation for the Design and Construction of Atmospheric Air Dryer Facility at Arnold Air Force Base, Tennessee. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RAP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those selected offerors. Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two stage of the Request for Proposals. A limited number of firms will be invited to participate in the second phase. Phase One proposals will be evaluated on the areas of (1) Technical Approach, (2) Organization, (3) Specialized Experience on Similar Type Work, and (4) Past Performance on Utilization of Small, Small Disadvantaged and Women-Owned Small Businesses. Phase Two proposals shall include a Partial Design Submission, Pro Forma Requirements, and Financial Statement. Phase Two proposals will be evaluated on the areas of (1) Design Presentation, (2) Air Dryer Design Process, (3) Specific Personnel, (4) Preliminary Quality Control Plans, and (5) Preliminary Project Schedules.
