610-595-0645. This is a modification to update the following
information to the CBD issue of June 17,1997 PSA#1868(SYN#0198
19970617/Z-0071.SOL): Project No. N62472-98-R-0816 shall include all
maintenance, repair, alteration, and minor construction and new
construction services for buildings and structures and related systems
and equipment at the Naval Submarine Base, New London, Groton, CT;
Naval Education and Training Center, Newport, RI; Navy Housing
(CT/NY/MA); Civil Works Sites (CT/NY) and surrounding Naval and Marine
Corps Reserve Centers. A MARC (Multiple Award Regional Contract)
solicitation will be issued for the work described above at the
locations cited. This procurement will result in the award of up to
four(4) Indefinite Delivery/Indefinite Quantity(ID/IQ) type contracts.
Each contract will be for a thirty-six month period of performance.
The MARC solicitation will incorporate and initial or seed project. The
estimated cost range for the seed project is $2,000,000 -- $5,000,000.
The following is a description of the seed project: The work shall be
located at the Naval Submarine Base, New London, Groton, CT and
includes all labor, supervision, equipment, and materials for selective
demolition of interior partition, windows, doors, interior finishes,
roofing, elevator and stairs at addition, stairs within existing
building, plumbing items, HVAC systems, including rooftop-mounted
equipment, and electrical systems, including lighting. The seed project
includes 5 Options: Option 1 includes all work for two single-water
closet toilet rooms at addition complete-estimated cost range $25,000
and $100,000: Option 2 includes all work for removing all existing
carpeting at ground and first floors and providing new carpet and
subfloor preparation, including providing new vinyl base at first floor
and reuse existing wood base at ground floor-estimated cost range less
than $25,000; Option 3 includes all work for removing existing roofing
system including insulation, providing new hot mopped modified bitumen
roofing system with 3" insulation and all new flashing and
accessories-estimated cost range $100,000 -- $250,000; Option
4-includes all work for replacing all existing windows at 2nd and 3rd
floors-estimated cost range $100,000 -- $250,000: Option 5 includes all
work for adding a new main control panel replacing the existing fire
control panel per Section 13852-estimated cost range less than $25,000.
The seed project will be awarded to one of the up to four firms, with
the remaining up to three firms being awarded a contract with a
$50,000.00 contract minimum. The minimum guarantee will be met when the
seed project is awarded under RFP N62472-98-R-0816. The second,
N62472-98-R-0817, third, N62472-98-R-0818, and possibly fourth,
N62472-98-R-0819 contracts will be awarded at the same time with the
same minimum guarantee. The maximum value of this contract wil be $30
million over the three years of performance(up to four awards equals a
$7.5M maximum -up to three awards equals $10M maximum). The Government
reserve the right to award one contract covering only the initial or
seed project identified in this RFP. All contractors awarded a
contract, including the contractor who receives the award for the seed
project, will competitively quote on the subsequent task orders.
Subsequent task order projects may be non-complex performance oriented
tasks requiring minimal design. They will be scoped by the
Government/Contractor team and may not have traditional plans and
specifications but may include sketches, and requests for catalog cuts
or other submittals. The salient requirements of the task orders may
be scoped by the Government/Contractor team in order to develop a
mutually agreed upon Statement of Work. Award evaluation factors for
individual task orders may vary depending on the unique requirements of
each task order, or award may be based on price only. The awarded task
order may be a performance scoped, firm fixed price task, with a
specific completion date. Task orders need not be competed if it
becomes necessary to place an order to satisfy a contract minimum
guarantee. All of the up to four contractors will be required to
participate in all site walk throughs and submit proposals for the
intended task orders. Failure to participate responsibly in walk
throughs and submit proposals on task orders may result in the
Government excluding the contractor for quotes on subsequent task
orders. Only the up to four contract awarded contractors will be
permitted to propose/quote on the task orders. Proposals from other
contractors will not be accepted. A Bid Bond in the amount of
$1,500,000 that will remain in effect for the full thirty-six month
contract performance period will be required to be submitted with your
proposal. The up to four contractors awarded a contract will be based
on proposals that are considered to be the most advantageous to the
Government, price and other factors considered. This project will be
based on Source Selection criteria that requires potential proposers to
submit their proposal in three readily severable parts for Relevant
Past Performance, Technical Proposal, and a Price Proposal. Technical
evaluation factors may require evaluation factors for Management and
Organization; Technical Experience, Expertise and Quality, and Quality
Control; and Commitment to Small Business. The solicitation is being
issued on an "Unrestricted" basis inviting full and open competition.
DFAR Clause 252.219-7008, Notice of Evaluation Preference for Small
Disadvantaged Business Concerns-Construction Acquisitions-Test Program
(APR 1996) will be incorporated into the solicitation and proposals
