The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. Technical Factors Include (1) Past Performance (2) Experience, (3) Construction Schedule, Quality Control Plan & Safety and (4) Small Business Subcontracting Effort.
