The National Park Service (NPS), Denver Service Center (DSC), is
conducting market research and is soliciting statements of interest
from firms who are capable of providing sand slurry pumping services at
Sandy Hook Unit, Gateway National Recreation Area, New Jersey. The
contractor will be responsible for excavating sand from an existing
beach above the mean high tide line. The sand will be mixed with sea
water in the excavation to provide a slurry which would then be pumped
approximately 18,700 feet through an existing 18 inch diameter
polyethylene underground sand slurry pipeline and some temporary pipe
supplied by the contractor. The existing pipeline is equipped with
connections at each end and at three intermediate locations for booster
pumps, as required. Concrete pads are installed at these intermediate
locations to provide a base for pumps. Temporary piping will be
required to hook into the end pipe connections and at each pump
location. An aggregate surfaced access area, adjacent to a paved
surface, is provided at each pump location. Power will not be provided
at the project site. Project will require the contractor to furnish
labor, sand slurry pumping equipment, temporary piping and connections,
temporary power and required accessories. The sand slurry will be
deposited on another eroded beach to the lines and grades designated.
The contractor will provide adequate earth moving equipment to shape
the deposited sand. Pumps, temporary piping and other equipment will be
removed from the site after completion of the yearly pumping cycle. All
existing pipeline connections shall be capped after pumping operations
are complete. The excavated slurry pit will be regraded to match the
natural conditions of the existing surrounding beach at completion of
the project. After the total quantity of sand has been pumped, the
entire length of the underground pipeline shall be cleaned and
inspected with a video camera. The amount of sand will vary from year
to year but should range from 50,000 cubic yards to 220,000 cubic yards
annually. It is anticipated that the sand will be pumped on a yearly
basis. Pumping will occur during the period from November 15 through
March 15. Interested sources should provide a written statement of
interest along with a statement of their capabilities and experience
with similar projects. Interested sources are encouraged to provide
comments on the constructability of this project and provide viable
suggestions to assist in producing a workable project design. All
statements of interest received within 45 days of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete this requirement based upon responses to this
notice is solely within the discretion of the Government. It is
anticipated that the National Park Service would enter into a five year
