System Program Office (WMG), Product Support Office (PSO), Contracting
Directorate (WMGK), Aeronautical Systems Center (ASC), Air Force
Material Command (AFMC), Eglin AFB FL, plans to contract for the
Production Verification effort for the BLU-116/B, Advanced Unitary
Penetrator (AUP), with a follow-on option to procure up to 1500 units
to satisfy anticipated Department of Defense requirements. Contract
award date is contemplated in 4th quarter, FY 98/1st quarter, FY 99,
and is contingent upon receipt of funds. It is planned that the
performing contractor will be required to provide the verification
program and production quantities to meet a performance specification
on a fixed price basis. A draft Statement of Objective (SOO) is
available upon request. A procurement data package sufficient for
"build-to-print" is not available for this acquisition. Limited
technical data, preliminary drawings, and specifications are available
in a technical library, and access will be providedto potential
contractors. The library is available for viewing at Eglin AFB, FL.
Interested firms must contact the Contract Specialist or the
Contracting Officer for further information. For complete details on
the acquisition to include information on the effort and Ombudsman, see
the CBD notice published on 10 Nov 97. This synopsis is not a Request
for Proposal (RFP) or an Invitation for Bid (IFB). It is written with
the best information available to date (information is subject to
revision) and is not to be construed as a commitment by the Government.
Firms interested in competing for this effort must submit a capability
package which addresses not only the numbered Note 25 information, but
also responds to the following: (1) recent history (up to 10 years) of
performing complete environmental and production verification testing
and production of like munitions, (2) capability of
reverse-engineering an item of this nature to gain technical competence
for producibility and its design improvements, or extensive, detailed
knowledge of production of this item, (3) capability of obtaining an
export control certification, and (4) verification of or capability of
obtaining a Secret level facility clearance. Responses to this
synopsis should be received within 30 days of the publication date. The
AUP (end item) is unclassified; however, selected design and
performance information is classified up to and including the "secret
level". Contractor is required to be export-control certified, in
accordance with DOD 5230.25, prior to submitting a proposal.
