josmith@pica.army.mil. The US Army Tank-Automotive and Armaments
Command, Armament Research, Development and Engineering Center
(TACOM-ARDEC) intends to solicit for the delivery of 5,000 XM211
Aircraft Countermeasure Flares. The XM211 is a Special Material (SM)
flare produced to fit within the standard M206 1"x1"x8" form factor
which has been designed to protect Army aircraft from infrared guided
missile threats. SM is a high surface area metal foil which rapidly
oxidizes when exposed to oxygen. The Government intends to solicit only
Alloy Surfaces Company, Inc., Wilmington DE, as the only responsible
source in accordance with 10 USC 2304 (c) (1) as implemented by FAR
6.302-1. However, interested sources may submit documentation
demonstrating their ability to produce an alternative solution.
Pursuant to the Federal Acquisition Streamlining Act (FASA) the Request
for Proposal (RFP) will be posted on ARDEC's "PROCNet" website located
at http://procnet.pica.army.mil. Electronic commerce considerations
include the internet, insofar as practicable, to conduct the
acquisition electroni- cally and limit the use of actual paper. A
solicitation is not yet available for this requirement. See Numbered
