This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICITATION NUMBER: F64605-98-Q-0316. This solicitation is being issued as a request for quotations (RFQ). The solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. Standard Industrial Classification code: 3799. Small business size standard: 500 employees. Quotations are solicited on an unrestricted basis. This RFQ contains two contract line item numbers (CLINs): CLIN 0001 Mobile Fire Training Unit, 1 each; CLIN 0002, On-Site Operator Training, 1 job. STATEMENT OF AGENCY NEEDS: CLIN 0001: A mobile fire training unit is a transportable, propane burning aircraft mock-up, which will provide realistic aircraft fire training to firefighters. The simulator must provide environmentally safe, propane fueled fires controlled by an instructor. Fire fighters respond and, using proper agent application techniques, extinguish the fire. The unit must also provide three dimensional fuel fires, as well as munitions impinging, wheel and engine fire scenarios. CLIN 0002: One week of operator training will be provided to Air Force personnel at Osan, Air Base, Korea, after arrival of the mobile fire training unit. DELIVERY: CLIN 0001 FOB Destination to DDRW San Joaquin Site, RFC OCONUS, Central Receiving, Building 330, Lathrop, CA 95330-0130. Inspection and acceptance will take place at that point, prior to transshipment by the Government to Osan AB, Korea. The product must be packaged using standard commercial practices for shipment to Korea via ocean transport. CLIN 0002 FOB Destination to Osan Air Base, Korea. Inspection and acceptance of instruction services will take place at that point. QUOTATIONS: Quoters must provide sufficient product literature to ensure adequate understanding of the quoted product, and are encouraged to provide quotations on more than one product. Each product will be evaluated as a separate quotation. Quotes must include prices for both CLINs 0001 and 0002. Multiple prices may be provided for CLIN 0001 which cover the basic unit and any available options. However, ordering requirements and restrictions for the optional items must be specified. A delivery time after receipt of an order for CLIN 0001 must be specified. BASIS OF AWARD: A purchase order will be issued based upon the quote determined to provide best value, considering technical characteristics, price, past performance, and delivery time.
