requirement for a hydraulic power unit (HPU). This equipment will be
used to provide hydraulic power to valve actuators used in the test of
rocket engines, and engine components. The HPU shall consists of a 500
gallon reservoir for hydraulic fluid, two electric driven pumps capable
of providing 25 gpm of 3000 psi hydraulic fluid, a small electrically
driven polishing pump, a water cooled heat exchanger, filters, valves,
piping, and miscellaneous instrumentation all mounted on a structural
steel frame and enclosed with a stainless steel cover. The vendor will
be responsible to provide all necessary design, engineering, materials,
equipment, facilities, labor, and supervision to fabricate, test, and
precision clean the HPU. The vendor will also be responsible to provide
approximately 550 gallons of hydraulic fluid meeting MIL-H-83282. The
HPU and hydraulic fluid are to be delivered to the USAF Phillips
Laboratory, Edwards AFB, CA. The vendor is responsible for providing 24
hours of consulting time in the field during start-up testing of the
HPU. The following special requirements apply to this HPU: Piping
design shall be accomplished in accordance with ANSI B31.3; all
welding, including but not limited to, weld procedure qualifications,
weld procedures, and personnel performing welding, shall be in
accordance with ANSI B31.3; all inspection of welding shall be in
accordance with ANSI B31.3; precision cleaning shall be in accordance
with MIL-STD-1246C, Level 300. Anticipated date of contract award is 22
Jun 98. The required delivery date is 133 days from date of contract
award. This requirement is 100% set aside for small business. This is
a commercial supply item procured pursuant to FAR (Federal Acquisition
Regulation) Part 12. SIC Code is 3593. Size standard is 500 employees.
