This is a combined synopsis/notice of intent to procure commercial
items prepared in accordance with the format in subpart 12.6, as
supplemented with additional information included in this notice. The
National Institute of Allergy and Infectious Diseases intends to
procure a proprietary Liquid Chromatography System as manufactured by
Amersham Pharmacia Biotech. The line items are: (1). AKTA Explorer 100A
(Custom) (2). Frac-901 Fraction Collector (3) Computer Compaq 233
System with Software/configuration desktop case,233 mhz intel pentium
mmx processor, 32 MB ram, 256 KB cache, 3.2 GB hard disk, 3.5" floppy
drive, 16m CD-ROM drive, 104 key enhancer keyboard, PS/2 style mouse
and pad, 1 serial port, 1 parallel port, compaq v70 17" SVGA monitor,
IBM OS/2 Warp 4.0 (CD-ROM) version preloaded. (4) Superloop 10ml (5)
Superloop 50ml Delivery shall be to the National Institutes of Health,
9000 Rockville Pike, Bethesda, Md . 20892, F.O.B. destination. The
proposed procurement is critical to the multiple projectrelated to the
understanding of viral diseases and the development of applicable
antiviral therapies. The required Liquid Chromatography System shall be
capable of the following Specifications: (1). Completely integrated and
compatible with the existing chromatography systems FPLC and Pharmacia
Smart system) presently in use in the laboratory for the ability to
utilize extensive column reagents, software, and data/experimental
protocol exchange. The ability to integrate these systems will be
invaluable both for reagent expenditures/expenses and for research
personnel time/efforts. (2) A flow rate range of .01-100ml/min. (3)
Consist of a 3 pump intergrated system with a 2 pump dynamic mixing
gradient system. (4) Motorized valves accommodating at least 7 columns,
(5) Automated reverse flow capability for affinity and column cleaning.
(6) Containing 2 on-line air sensors for preventing air entering colums
from sample or buffers. (7) Control and record 3 UV wavelength
simultaneously monitor the wavelength in therange of 190-700nm. (8)
Electric pumps without the need for gas cylinders due to space and
safety considerations. See number Note 22. The provision at
52.212-2,Evaluation-Commercial Items,applies to this acquisition. The
government will award a fixed price purchase order to the responsible
contractor,price and other factors considered: (a) Delvery of item in
45 days. (b) Prior experience in purification of proteins. All
evaluation factors other than price, when combined are significantly
less important than the price. The clause at 52.212-4, Contract Terms
and Conditions-Commerical Items applies to this acquisition. The clause
at 52.212-5, Contract Terms an Conditions Required to Implement Statues
or Executive Orders-Commercial Items applies to this acquisition. The
clauses of subpart (b) which apply are: 6 and 10. Any response are due
