202-225-2921 The purpose of this solicitation is to establish a
contract relationship with a private entity or entities to provide a
commercial-off-the-shelf fixed asset and inventory management software
system to the House of Representatives. The current system environment
is comprised of (1) American Management System's (AMS) proprietary
Federal Financial System (FFS) for core financial data, (2) an in-house
developed mainframe application, Financial Management System (FMS) for
fixed asset data, (3) an in-house developed mainframe application,
Software AG Natural ADABAS for furnishings data, (4) an in-house
developed mainframe application, General Inventory System II (GIS II)
for computer data within House Information Resources (HIR), (5)
Stonehouse's application, Management of Network Income, Expense, and
Services (MONIES) for Telecommunication data, and (6) other systems
that are used for budget, voucher, and process tracking. The proposed
new system environment will be comprised of FFS for core financial
data,AMS' proprietary Procurement Desktop (PD) for purchasing and
receiving, the new asset management system for tracking of fixed assets
and inventory, and MONIES for phone line charges. To reach this goal,
the project shall include the conversion of data from the existing
systems, interfaces with AMS's proprietary software applications: FFS
and PD, training, and the termination of the legacy systems. The
offeror's proposed solution must meet all the mandatory requirements
described in the solicitation. Offerors who do not meet ALL the
mandatory requirements shall not be considered. For example, some of
the system's mandatory requirements are the capability to: perform
online, real time validation of reference codes (e.g., Accounting
Classification Structure, vendor, account) at the initial point of
entry; record transaction activity on multiple calendar years (House
Member basis) and multiple fiscal years basis (Committee and Officer
basis); provide automated workflow capabilities; define "rule based"
routing for approvals based on user-defined criteria (e.g., total
dollar amount of transaction); provide online querying capability to
perform document or transaction "cross-referencing" in which a user can
query on any document and receive information on associated documents
in the processing chain; classify and track component parts including
separately tagged items and a single tagged item with enhancements or
improvements; track capital and non-capital assets and allow users to
apply various capitalization rules; provide, as part of the baseline
application or via third party tools, bar coding technology to support
periodic physical inventories, including integration with scanning
software and related hardware; provide a graphical user interface (GUI)
design for all proposed modules that maximizes the use of Microsoft
windows features; provide standard utilities (e.g., application
programming interfaces -- API's) to process externally interfaced data
to the system including (1) detailed and summarized transactions and
(2) table updates. The proposed application shall be: designed using a
client/server architecture, compatible with popular RDBMS engines, and
Year 2000 compliant. No telephone requests for an IFB package will be
