This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation for a Request For Quotations (RFQ) identified as RFQ 98-803. Proposals are being requested and a written solicitation will not be issued. Quotes shall be in accordance with all requirements of this notice including those which are included herein by reference, and response shall be submitted on company letterhead stationery delivered to: Contracting Officer, Deschutes National Forest, 1645 Highway 20 East, Bend, Oregon 97701, by close of business (4:30 PM), April 15, 1998. Any quotes received after date for submittal may or may not be considered for award. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-04. The standard industrial classification code is 3272 and the small business size standard is 500 employees or less. The requirement is for supply of the following: (Item 1) 200 tons of Cold Mix; (Item 2) 200 tans of Hot Mix; (Item 3) 1,600 CY of 1/2 -- 1/4 Chip Rock; and (Item 4) 100 CY of 1/4 -- 10 Chip Rock. Government will pick up shipments at vendor's place of business; however, Government's haul cost will be added to the product cost to determine the best price to the Government. Once quotes have been received, a list of all responsive contractors shall be compiled. The intent is for the Government to place orders via a delivery order (SF-26) based on the lowest price, Government's combined hauling cost, and availability of supply. Period of performance is from date of award (estimated to be on or about May 1, 1998) through September 30, 1998. This is a REQUIREMENTS CONTRACT (FAR 52.216-21), and the following provisions apply: ORDERING (FAR 52.216-18) (APR 1984). (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of a delivery order (SF-26) by the Contracting Officer. Such orders may be issued from 05/01/98 through 09/30/98. (b) All delivery orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order and this contract, the contract shall control. (c) If mailed, a delivery order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally or by written telecommunications only if authorized in the schedule. DELIVERY-ORDER LIMITATIONS (FAR 52.216-l9) (Apr 1984). (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount less than 14 tons each for Items 1 and 2, 20 CY for Item 3, and 20 CY for Item 4, the Government is not obligated to purchase, nor is the contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor -- (1) Any order for a single item in excess of 60 Tons for Items 1 and 2, 1600 CY for Item 3, and 50 CY for Item 4; (2) Any order for a combination of items in excess of above quantity; (3) A series of orders from the same ordering office within five (5) days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above, (c).
