This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the Variable Angle Spectroscopic Ellipsometer System Upgrade from Woollam Company, Lincoln, Nebraska. This sole source action is based on system compatibility. Description: LINE ITEM NO: 1 QUANTITY: 1 UNIT: EA UPGRADE EXISTING VARIABLE ANGLE SPECTROSCOPIC ELLIPSOMETER TO A DOUBLE CHAMBER HS-190 MONOCRHOMATOR. COMPLETELY COMPUTER AUTOMATED. LINE ITEM NO: 2 QUANTITY: 1 UNIT: EA 1 DAY ON-SITE INSTALLATION AND TRAINING. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have until March 31, 1998, to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after March 31, 1998, orwithout the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
