announcement for this acquisition, succeeding Sources Sought
Announcement, published 27 January 1998. The Naval Air Systems Command
(NAVAIRSYSCOM) Patuxent River, MD has an immediate requirement for
Navy Manpower, Personnel, and Training (MP&T) Support Services of a
non-personal nature for the Manpower, Personnel, and Training Systems
Support Division (AIR 3.4.1). The Contractor will be required to
develop Navy Training Systems Plans (NTSPs), Manpower Estimate Reports
(MERs), Preliminary Squadron Manpower Documents (PSQMDs), and other
manpower and training system analysis reports and documentation related
to the acquisition and in-service support of aviation weapon systems,
equipment, and programs. These documents are developed through research
and analysis of diverse operational and logistics information sources
and data bases. The contractor shall perform all research, evaluation,
and analysis to identify manpower and training systems concepts to
support major weapons systems, equipment, and programs. The Contractor
will be required to perform research and analyses resulting in NTSPs,
MERs, and reports providing alternative Manpower, Personnel, and
Training System concepts and resource requirements. The Contractor will
also be required to develop and perform MP&T specific training and
provide management of MP&T databases. The total effort under the
proposed contract will consist of seven tasks listed in sequence of
importance. These tasks include (1) MP&T Analysis, (2) NTSP
Development, (3) Manpower Requirements Analysis, (4) MP&T Training
Course Development, (5) Research and Analysis, (6) Data Management
Support and (7) Training Program Analysis. The following documents are
to be used for guidance in the performance of the preceding tasks
under the proposed contract: (a) DOD Directive 5000.1, Defense
Acquisition; (b) DOD 5000.2-R, Mandatory Procedure for Major Defense
Acquisition Programs and Major Automated Information Systems; (c)
SECNAV INSTRUCTIONS 5000.2B, Implementation of Mandatory Procedures for
Major and Non-Major Defense Acquisition Programs and Major And
Non-Major Information Technology Acquisition Programs; (d) OPNAVINST
1500.8M, Navy Training Process in Support of New Developments; (e)
OPNAVINST 1500.XX, Navy Training System Requirements, Acquisition, and
Management; and (f) Other applicable documents identified in
individual delivery order statement of work. Contractor employees must
have a working knowledge of personal computer operating systems, word
processing, database, and spreadsheet and presentation applications;
and must also be able to obtain up to a SECRET clearance. The Labor
Categories required in the proposed contract are: (1) Program Manager:
The overall technical manager of the contract, who must have the
following experience: general management experience at a supervisory
level showing control of financial and administrative requirements and
the development and implementation of quality management procedures;
(2) MP&T Project Director: Plans and supervises the execution of
delivery orders to ensure the deliverables meet all requirements of the
statement of work, who must have the following experience: specialized
experience determining Naval aviation manpower and training system
logistics support requirements obtained within the last ten years. Two
years of specialized experience must have been as a team leader
coordinating the determination of Naval aviation manpower and training
system logistics support requirements; (3) Senior MP&T Analyst and (4)
MP&T Analyst: Researches and analyzes manpower and training system data
to develop weapon systems manpower and training system requirements
using logistics data, manpower and training system models, and
logistics processes, who must have the following experience: general
experience with Naval aircraft, systems, subsystems, associated support
equipment and aviation programs and specialized experience determining
manpower, personnel, and training system logistics requirements in
support of Naval aviation weapon systems acquisition obtained during
the last six years. The difference in the positions is the number of
required years of both generalized and specialized experience for each
labor category; (5) Systems Analyst: Develops plans for new and
modified information resource applications by which logistics data can
be stored and organized to support logistics models and processes, who
must have the following experience: experience in the computer field in
the design of applications using word processing, data base management,
spread sheets and modern software applications in a Windows environment
obtained during the last four years; (6) Statistician: Designs and
utilizes models for the analysis and evaluation of mathematical,
statistical, and other data. Provides expert evaluation and judgments
on the validity of assumptions used in technically complex studies.
Uses simulation modeling to study complex processes, who must have the
following experience: four years experience in mathematical or
simulation modeling with a demonstrated mastery of concepts,
principles, and techniques of statistical analysis applications; (7)
Training Specialist; Researches and analyzes technical information to
document training system requirements for weapon systems, equipment,
and programs. Designs, develops and prepares structured training system
requirements related to the operation or maintenance of Navy weapon and
support services, who must have the following experience: a minimum of
four years experience in aviation training system front-end analysis,
design, and development; and (8) Word Processor: Performs tasks
requiring the use of word processing software to prepare deliverables
in the specified formats, who must have the following experience: a
minimum of three years experience in the preparation of technical
documents at a rate of 60 words per minute in final format from rough
drafts, charts, and draft technical papers. The education and
experience in the solicitation of the required personnel is rated
ofhigher importance than the tasks to be performed. Each month the
Contractor shall provide a Project Status Report to include a detailed
report on the technical status of each delivery order and a Cost
Status Report to include detailed expenditures for each delivery order.
The Prime Contractor shall team with AIR 3.4.1 to ensure the
satisfactory coordination and completion of tasking under this
contract. The Prime Contractor shall be required to maintain a local
office staffed at a minimum with one Program Manager and one MP&T
Project Director. The local office shall be operational within 30 days
of the effective date of the contract and be located within
thirty-five (35) miles of the main gate on Naval Air Station, located
in Patuxent River, Maryland, and be located within the counties of St.
Mary's, Calvert, or Charles in Maryland. The total anticipated
performance of the base year is approximately a minimum of 11,968 and
a maximum 105,930 man hours. The period of performance is for a base
year and fourone-year options. Award is anticipated by 1 October 1998.
The contract award will be based on Best Value. The type of contract
being contemplated is an Indefinite Delivery, Indefinite Quantity
(IDIQ) Contract with both Firm-Fixed Price and Time and Material
Orders. This requirement is a total set-aside for small business
concerns. This action is being classified under Standard Industrial
Classification (SIC) Code 8711 (Engineering Services) Indicating a
concern, including its affiliates, having an average annual sales or
receipts for its preceding three fiscal years not in excess of
$2,500,000.00 is a small business. An Oral Presentation as well as
written proposal will be required. There is also the possibility that
Multiple Awards will be issued. The Navy intends to release the Request
for Proposal (RFP) via the Internet. The due date given is estimated;
the actual due date for receipt of proposals will be given on the
solicitation. All requests for the solicitation must be in WRITING.
