301-443-0043 The Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Mental Health Services (CMHS), is
proposing to award a sole source contract to the American Psychological
Association (APA). The purpose of this procurement is to continue
providing Psychologist practitioners nationwide comprehensive education
and training in the direct care of and support for people affected by
and living with HIV/AIDS. The contractor must be able to provide highly
focused educational programs and materials, and in a mechanism to
remain current with research and other activities in the field, that
will be available over time to an increasing cadre of psychologists
whose professional services in the neuropsychiatric and psychological
aspects of AIDS and HIV disease that will be needed well into the next
century. The goal includes several specific objectives: (1) to provide
administrative support for regional psychologist trainers including
approving promotional materials for local training and
distributecontinuing education credits; (2) to develop new curriculum
modules that incorporate the current state-of-the art advances in the
treatment of patients with HIV/AIDS into an updated educational program
for psychologists; (3) to conduct a National Training Conference (NTC)
to: (a) train and certify 50 practicing psychologists from under
served areas to deliver HIV/AIDS training to practicing psychologists
in their local areas (using HOPE program curricula); (b) expand the
capabilities of the HOPE program's existing network of regional
trainers by providing an opportunity for 100 active HOPE Regional
Trainers to participate in a core delivery of the Ethics Curriculum;
(4) to provide technical assistance to regional psychologist trainers
who use HOPE program curricula to train 3,000 local psychologist
practitioners, in 3 years; and (5) to deliver a training-of-trainers of
the Ethics Curriculum for training faculty of the CMHS-funded Mental
Health Care Provider Education in HIV/AIDS Program II. The APA is the
only known organization that have knowledge of, and credible access to
psychology faculty at graduate and professional schools and internship
programs nationwide and have credentials for developing and accrediting
graduate level education. APA also have the experience and capability
to obtain the participation of psychologist in areas of the country
where HIV/AIDS training and education has not yet been conducted.
Accordingly, it is the intent of SAMHSA, CMHS to award a three (3) year
cost reimbursement completion type contract on other than full and open
competition, consistent with Federal Acquisition Section 6.302-1
