Interior, Minerals Management Service (MMS) intends to competitively
award a contract to create a hardbound book titled "Synthesis of
Information on Socioeconomic Effects of Oil and Gas Activities in
Alaska. The Alaska OCS Region has an important socioeconomic part of
its Environmental Studies Program, resulting in the publication of 160
technical reports addressing statewide socioeconomic study topics.
Methods have included case studies, analyses of institution profiles,
secondary-source materials, econometrics, and survey research. In
recent years, socioeconomic studies have become issues oriented,
emphasizing the critical points of interaction between OCS development
and social systems. For example, studies have collected time-series
information and measures of community and regional well-being as bases
for monitoring social indicators. The extent of Minerals Management
Service's (MMS) social research in Alaska and the amount of information
accumulated, warrant a book synthesizing selected socioeconomic study
finding. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE
ONLY NOTICE THAT WILL BE ISSUED. This project will create a hardbound
book which synthesizes selected Alaska social and economic research
findings. The selected Contractor must arrange for authors, peer
reviewers, scientific and technical editors, manage and coordinate the
writing, preparation, lay-out, printing, and distribution of a
comprehensive text of selected socioeconomic information. The primary
tasks of this project are to: (1) identify and select authors for
chapter manuscripts; (2) provide the editorial structure; (3) prepare
guidelines for authors, and finalize chapter headings; (4) solicit,
employ, and coordinate authors and peer reviewers; (5) collect and
compile manuscripts; (6) provide a scientific editor and a technical
editor; (7) peer review the manuscripts; (8) provide final technical
editing; (9) provide illustrations; (10) prepare for printing and
distribution; (11) manage the project andprovide for quality control;
(12) meet reporting requirements; (13) prepare technical summaries;
(14)and prepare a CD-ROM version of the book. Not later than April 14,
1998, a capabilities statement detailing: A. The offerors ability to
furnish personnel with the demonstrated abilities in project
management, publishing, and scientific and technical editing. B. Your
organizations experience with this type of work and a description of
your facilities; and C. Specific references (including project
identifier and description, period of performance, dollar amount,
client name and telephone number) for previous work of this nature that
your personnel or organization is currently performing or has completed
within the last three years(REFERENCES WILL BE CHECKED). Offerors shall
submit their Capabilities Statement in original and two (2) copies to
Jane M. Carlson, Contracting Officer at Minerals Management Service,
381 Elden Street, MS-2500, Herndon, Virginia 20170-4817. Four
additional copies shall be sent to Mr. Michael Baffrey, Minerals
Management Service, Alaska OCS Region, 949 E. 36th Avenue, Anchorage,
Alaska 99508. Timeliness of receipt of submissions will be determined
by the time received in the Procurement Operations Branch, Herndon,
Virginia. The period of performance for the resultant contract will be
thirty-six months, with an estimated value of $325,000 to $350,000.
Your capabilities statement will be evaluated based on: A. (1) Key
Personnel will be evaluated on their currency, quality and depth of
experience and appropriateness of individuals in working on similar
projects. "Similar" projects is meant to convey similarity in topic,
dollar value, duration, and complexity;(2) quality and depth of
education; experience on other projects which may not be similar enough
to include in response to (C) (immediately above) but may be relevant;
(3) publication history; (4) demonstrated experience and familiarity
with relevant information sources, literature, and technical and
scientific editing and publishing; and (5) demonstrated ability to
effectively communicate research finding to the public, agency
technical staff, agency decisionmakers, and the social science
community. B. Organization's history of successful completion of
projects working on similar projects (same definition as above);
experience on other projects which may not be similar; organization's
successful completion of projects; history of producing high-quality
reports and other deliverables; history of staying on schedule and
within budget; C. The project manager who's scientific capability must
be evident through his/her publications in relevant disciplines or
his/her experience in relevant technical fields as a manager or
principal investigator with managerial responsibilities. Questions
