Offices, is requesting Standard Form 254 and Standard Form 255
information from all certified 8 (a) firms for an Indefinite Quantity
(IQ), general Architect/Engineer services contract. These services
require a variety of architectural and engineering disciplines in the
design of large and small projects for the Main Treasury Building and
Treasury Annex located at 1500 Pennsylvania Avenue, Washington, DC
20220. The criteria for evaluation of the Standard Form 254 and
Standard Form 255 is as follows: (1) Project Team -- Qualifications of
Individual Team Members (Weight 30%) -- Experience in architectural,
electrical, mechanical, and computer design, and architectural
preservation. (2) Engineering Experience (Weight 25%) -- Experience in
small and large engineering tasks, team coordination, engineering
service projects, value engineering, energy conservation and life cycle
costing. Knowledge of building, fire and life safety codes. Key team
member prior experience of working together. (3) Design and Management
Organization (Weight 20%) Quality control, team management, cost and
schedule control used, quick team response and mobilization to project.
Principals level of involvement in project. (4) In-House Computer Aided
Design and Drafting Capability (Weight 15%) -- Number of years of
design experience, sophistication of application, turn around time. (5)
Engineering Ability (Weight 10%) -- Qualification of individual team
members. Experience in the design of heating, ventilation and air
conditioning, plumbing, and electrical systems. Experience or
participation in the historic restoration of historic buildings.
Familiarity with federal design standards, procedures, manuals and
procurement regulations. Standard Form 254 and Standard Form 255 must
be submitted for all team members which includes any consultants. The
SIC code for this procurement is 8712. The Small Business Size Standard
is $2.5 Million. This procurement is set-aside for certified 8 (a)A/E
firm. Submission of Standard Form 254 and Standard Form 255 information
