and Atmospheric Administration, Silver Spring, MD, intends to
negotiate on a sole-source basis with Laser Scan of Sterling, VA, to
add to existing Contract 50DDNC-6-90173, 57 days of engineering support
for work on the Laser Scan Automated Map Production system 2 (LAMPS2).
This is to continue work to produce electronic chart data in an
international standard format. Offerors who believe they can satisfy
the requirement must demonstrate their ability in writing. All written
responses must include a written narrative statement of capability,
including detailed technical information and other technical literature
demonstrating the ability to meet the above requirement. Vendors who
believe they can satisfy the Government's requirements are invited to
submit an affirmative response. To be considered an affirmative
response, vendors must submit written data and documentation which
demonstrates a knowledge of and close familiarity with LAMPS2. Any
prospective offeror must demonstrate cognizance of current status and
details of LAMPS2 such that assumption of duties could be immediately
achieve without transition delays while maintaining continuity in
service support. Any prospective offeror must also demonstrate a cost
and technical benefit to the Government in view of the short period of
performance. The response must be sufficient to permit agency analysis
to establish a bona fide capability to meet the requirements. Failure
to submit documentation will result in the Government proceeding as
stated above. A determination by the Government not to open the
requirement to competition based upon responses to this notice is
solely within the discretion of the Government. A modification to add
the required engineering support is contemplated. Affirmative written
responses referencing the contract number 50DDNC-6-90173 must be
received no later than 45 days after publication to this synopsis. See
