synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
F09609-98-Q-0009 is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-03. A sole source
award to Microsoft Corporation is contemplated based on FAR 6.302-1,
Only one responsible source and no other supplies or services will
satisfy agency requirements. However, small business sources are being
sought for future needs. Applicable SIC code is 7371 with a size
standard of $18.0M. Specific requirements are as follows. CLIN 0001:
Provide Microsoft Windows NT technical support services for the Air
Force Reserve Command LAN/WAN. (a) Assist in development, deployment,
and manage implementation of internal DoD network requirements built
around Microsoft products. (b) Support Microsoft operating systems and
applications by providing a knowledge base, technical bulletins,
patches to Microsoft software, and technical support in resolution of
technical problems that cannot be resolved by on-site AFRC technicians
and seven assigned NT engineers. The support must be available 24
hours a day, 7 days a week. (c) Provide immediate on-site technical
support to restore critical AFRC systems that utilize Microsoft
operating systems and applications. (d) Assign a dedicated technical
account manager as focal point for resolution of service issues and
support. (e) Provide consulting services on Microsoft operating systems
and applications to identify key supporting issues and decrease the
likelihood of system outages. Key areas of concern are integration of
Microsoft operating systems and applications, and supportability in
implementation, migration, or upgrade of Microsoft products. (f)
Perform annual assessment of common support issues in AFRC mission
critical environment. (g) Provide access to Microsoft support engineers
(24 hours, 7 days a week) who are qualified to resolve programming
source code issues; are capable of providing immediate source code
patches to Microsoft operating systems and applications to resolve key
problems in mission critical applications; can work with AFRC NT
engineers to resolve technical LAN/WAN issues. Period of performance is
one year. The network involves 43 AFRC LANs at 41 sites throughout the
United States. It supports over 200 Windows NT servers and 12,000 PC
workstations using Microsoft operating systems and applications. The
network manager is located at HQ AFRC/SCIA, Robins AFB, GA. Proposals
from small businesses will be evaluated for future needs in accordance
with FAR 52.212-2, Evaluation-Commercial Item, based on technical
capability, price and past performance, in descending order of
importance. An offeror will not be disqualified due to lack of relevant
past performance. Award may be made without further discussion. Offers
shall include a completed copy of FAR 52.212-3, Offeror
Representations and Certifications Commercial Items, with proposal.
Clause 52.212-4, Contract Terms and Conditions Commercial Items,
applies without addenda. Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Commercial Items,
