Agency (EPA) is issuing a request for proposals to which the Government
intends to award a firm fixed price contract using the Simplified
Acquisition Procedures of FAR Part 13. The EPA is FACNET certified. Any
contractor/vendor able to meet requirement must demonstrate in writing

be considered.) STATEMENT OF WORK TITLE: Moscow Mobile-Sources Project.
PURPOSE: To plan and design a large, comprehensive, multi-year
mobile-sources project proposal for the city of Moscow, for EPA
submission to the Department of State in the latter half of 1998.
BACKGROUND: EPA is part of an international team consisting of the
World Bank, and city and federal agencies in Moscow, Russia, to design
a mobile-sources component for the World Bank's proposed
transportation loan to the city of Moscow and to incorporate an
environmental component into the Bank's loan package so as to include
projects that reduce mobile-source air pollution in Moscow. STATEMENT
OF WORK: 1.The contractor shall develop a set of recommendations for
mobile-source projects that can be funded by the loan, in an amount to
be agreed on with EPA and the Bank's report for each mission, during
the three World Bank appraisal missions to Moscow in spring and summer
1998. The report for each mission must be completed and submitted to
the Russian government before the appraisal team departs Moscow.
Lacking accurate and reliable air monitoring data and the benefit of a
comprehensive air quality strategy for Moscow, the report will require
a seat-of-the-pants, intuitive judgement as to which recommendations
are most useful and feasible. 2. The contractor shall complete a report
that identifies trade and investment opportunities for U.S. business in
the city of Moscow and in the Russian automotive, fuels, environmental
and related industries. 3. The contractor along with the World Bank
shall: (a) work with Moscow city environmental authorities to design a
$5 million dollar project to control mobile-source pollution in Moscow
(the design for a comprehensive multi-year cooperative project can be
done during the three Bank Missions, as a deepening and expansion of
the conception that underlies the environmental recommendations for the
Bank loan); and (b) submit to EPA three versions of the proposal, by
mid-summer 1998, as follows: (i) 2-3 pages, (ii) 10-12 pages, and (iii)
25 pages, or a general work plan; and (c)present several briefings on
the proposal to the Office of International Activities senior
management, the Department of State (especially S/NISC), and perhaps
AID. 4. The contractor shall complete the environmental review of the
World Bank's transportation loan for Moscow, subject to agreement with
the World Bank. The environmental review should be begun during each
of the three missions, and the appropriate texts can be submitted to
the Bank slightly after each submission. DELIVERABLES: 1. The
contractor will provide the EPA project officer with a brief trip
report of 4-6 pages for each trip, due within ten days after the
conclusion of each Bank mission or other trips to Moscow. 2. The
contractor will provide the EPA project officer with Bank reports after
each mission, due within ten days after the conclusion of each mission
or other trip to Moscow. 3. The contractor will supply the EPA project
officer copies of all translations done for the project upon the EPA
project officer's request. 4. The Contractor will provide the EPA
project officer with a detailed report on opportunities for U.S.
business in the motor-vehicle pollution control industry and related
industries upon the EPA project officer's request. 5. The Contractor
will supply the EPA project officer with the appropriate text to meet
environmental review requirements of the World Bank, done in agreement
with and upon the EPA project officer's and the Bank Project Manager's
request. BUDGET: Key elements of a proposed budget should include: 1.
Travel -- 3 round trips from Washington, DC to Moscow & elsewhere in
Russia for stays of up to two week periods. 2. Incidental expenses-
interpretation and intracity transportation. 3. Level of
effort-documentation supporting rate must be included. 4. Translation
Services-necessary texts from Russian to English. COST REIMBURSEMENT
PROCEDURES: The EPA will pay the contractor an agreed upon fixed fee.
This fee is intended to cover the contractor's fee for the indicated
deliverables, this negotiated fee includes expenses for economy
round-trip (coach class) airfare, lodging, M&IE, and incidental
expenses. Once the deliverables that are listed above have been
provided, the contractor may submit an invoice to EPA for reimbursement
of a properly justified sum up to the negotiated amount. PERIOD OF
PERFORMANCE: Upon award of the contract through October 1998. NOTICE
REGARDING GUIDANCE PROVIDED UNDER THIS STATEMENT OF WORK: Guidance is
strictly limited to technical and analytical support. The contractor
shall not engage in activities of an inherently governmental nature
such as the following: 1)Formation of Agency policy 2) Selection of
Agency priorities 3) Development of Agency regulations. Should the
contractor receive any instruction from an EPA staff person that The
contractor ascertains to fall into any of these categories or goes
beyond the scope of the contract or work assignment, the contractor
shall immediately contact the EPA contracting officer. The contractor
shall also ensure that the work under this purchase order does not
contain any apparent or real personnel or organizational conflict of
interest. The contractor shall certify that none exists. Proposed
Selection Criteria for the contractor for the "Moscow Mobile-Sources
Project": 1. Substantive technical knowledge: The contractor must be
comprehensive, experienced, and have expert knowledge of mobile-source
issues, with the ability to arrive at a reasoned, defensible
"seat-of-the-pants" judgement in a short period of time about
recommendations to be submitted to the Bank; have an articulate and
persuasive manner of presenting recommendations, both oral and written;
have the ability to write quickly on transportation and mobile-source
issues in clear and cogent English; have excellent negotiating skills,
especially in interaction with foreign governments and cultures; have
experience and a sense of ease in foreign cultures, unfamiliar
circumstances, and an often demanding work environment. 2. Record of
publications: The contractor must have a strong record of publications
in the mobile-source pollution control area(20 or more in
internationally recognized newspapers, journals, other serial
publications, and academic publications). 3. Experience working with
EPA: The contractor must have at least five years' experience working
with EPA, including three years at the senior-management level,
preferably in Senior Executive Service or the equivalent (primarily in
the Office of Mobile Sources (OMS). 4. Experience with World Bank: The
contractor must have substantial previous experience with the World
Bank, provide evidence of previous participation in one or more World
Bank missions (preferably transportation and mobile-source pollution
control area, regular interaction in workshops). 5. Considerable
foreign experience: The contractor must provide a record of
constructive work in the mobile-source pollution field in at least
three foreign countries, long-term or a series of short-term
assignments. Record must include high-level negotiations and
discussions with senior municipal and national officials, and the
submission of reports and recommendations to such officials. **All
