Congress has appropriated funds that will remain available until expended for federal guarantees of loans made by non-federal lenders for health centers funded under Section 330 of the Public Health Service (PHS) Act. The appropriated funds will be administered under two different loan guarantee programs to enable Federal guarantees of $160 million of total loan principal for health center facilities, and managed care networks and plans. The two loan guarantee programs are being administered by the Bureau of Primary Health Care (BPHC) in the Health Resources and Services Administration (HRSA) of the U. S. Department of Health and Human Services. HRSA is currently seeking interested parties to be retained under either a HRSA contract, blanket purchase agreement, or purchase order on an as-needed basis through December 1998, to provide assistance regarding the recently implemented loan guarantee programs. Please note that pursuant to Federal Acquisition Regulation Subpart 3.6, the "interested parties" may not be a Federal Government employee or an organization owned or controlled by Federal Government employees. The entities/individuals being sought should have capabilities and expertise related to a Federal loan guarantee program, preferably with knowledge of loan guarantees for facilities and/or business transactions.
