Force Technical Applications Center (AFTAC) is seeking potential
sources for the design, construction, implementation, and delivery of
a Mobile Testing Facility (MTF). The MTF will consist of a fifth-wheel
containing the analytical and support equipment necessary to perform
the following functions: (1) serve as an operational center for
demonstration field tests (communications and data management); (2)
collect outside airborne microorganisms from inside the MTF, and (3)
process, identify, and characterize microorganisms via live culture and
genetic analysis (PRC/DNA probes). The MTF will serve as a command
control point for all aspects of managing field demonstration tests,
including, but not limited to, communications, test data management,
meteorological data collection, sample collection, and laboratory
analysis. A five-page white paper is requested with as much detail as
possible to aid in the evaluation of your response. No specific format
is required. In addition, submit drawings/schematics and equipment
listings, which briefly discuss the contents of the proposal intended.
All proprietary and restricted information shall be clearly marked.
The following evaluation criteria will be applied: (1) relevancy to the
program objectives with particular emphasis on well-defined, documented
user requirements for the MTF provided by each concept; (2) the
company's broad capabilities, facilities, personnel and related
experience; (3) unique or novel approaches, (4) technical capabilities
and techniques relevant to achieving the program objectives; (5) the
company's record of past performance, and (6) realism/reasonableness of
any proposed costs. Either a team approach or independent effort
focusing on the above-listed aspects of an integrated mobile laboratory
system is acceptable. Firms responding must indicate whether they are
a small, small disadvantaged, or woman-owned business; an 8(a) firm; or
a Historically Black College or University or Minority Institution
(HBCU/MI). The general definition to determine whether or not your firm
is small is as follows: "A small business concern means a concern,
including its affiliates, that is independently owned and operated, not
dominant in its field of operation in which it is bidding on government
contracts, and qualified as a small business under the criteria and
size standards in 13 CFR Part 121". The SIC code and size standard for
this acquisition are 8711/$2.5M. "Concerns" means any entity,
organized for profit with a place of business located in the United
States, its possessions, Puerto Rico, or the Trust Territory of the
Pacific Islands, including but not limited to an individual,
partnership, corporation, joint venture, association, or cooperative.
The Air Force reserves the right to consider a small business or other
set-aside based upon the responses received. Respondents are further
requested to indicate their status as a
foreign-owned/foreign-controlled firm and any contemplated use of
foreign national employees on this effort. Due to the nature of this
potential effort, no foreign country sources will be considered. This
is not a Request for Proposal and is not to be construed as a
commitment by the government to issue a solicitation or ultimately
award a contract. Any costs incurred as a result of response to this
announcement shall be borne by the firm and will not be charged to the
government for reimbursement. No written or telephone requests for a
solicitation package will be accepted or responded to. Submit responses
