accordance with the Federal Acquisition Regulation (FAR) Part 15.202-
ADVISORY MULTI-STEP PROCESS, the Naval Air Warfare Center Training
Systems Division (NAWCTSD) has identified a potential requirement for
engineering and technical support of the Electronic Training
Environment (ETE) Program. The ETE Program was established at the Naval
Air Warfare Center Training Systems Division to support the Navy's
transition from its shore based training infrastructure to a more
flexible and economical system. Through this program, NAWCTSD is poised
to assist the Navy as we re-engineer the way training is delivered in
order to train each Sailor or Marine to the degree necessary for top
performance, using various training technologies and methodologies. The
vision of the ETE program is to support delivery of on-demand quality
training anywhere Naval personnel are stationed. The methodologies
encompass everything from fully Automated Electronic Classrooms (AECs)
and Learning Resource Centers(LRCs) to desktop computers in
workcenters -- All capable of accessing electronic networks to deliver
training. Technologies to be integrated may include Video
Tele-Training (VTT), Interactive Electronic Tech Manuals (IETMs),
Interactive Multimedia Instruction (IMI) Products, and Distributed
Learning by way of internet, intranet or satellite. The ETE Program
will involve the integration of various photo, animation, graphics,
video, audio, active streaming, and other application object files. The
ETE Program will utilize other software such as executable software and
OLE linkable software in the MS Windows environment. At a minimum, it
will be able to utilize MS Office Pro Suite, Corel Suite, and
Micrografix Designer 4 and Designer 3 applications. The objective of
this engineering and technical support is to assist the Software
Support Office (SSO) in providing assistance to users of the ETE. This
support will include: technical/technology assessments; computer
operations (involving AIM, AIM I, AIM II, and AIM SGML Output Module
(ASOM), software modifications, upgrades, and patches; software
testing; design and implementation of LANs/WANs, distributed
processing, telecommunications, etc.); Logistics / Configuration
Management; Life cycle support and Inspection Validation and
Verification (IV&V) of new program software, providing support to the
Project Engineer (PE), Project Manager/Assistant (PJM/APJMs), and the
Integrated Logistics Support Manager (ISLM) on the use of the ETE for
the design, development, and authoring of training materials (NOT
training systems); conduct of user and system administrator training;
site surveys; training site installations; modification of user manuals
and other publications, etc. The Government invites potential offerors
to submit a Capabilities Paper, limited to 15 pages in length.
Respondents should not reply to this announcement by merely submitting
a company marketing brochure. Any Company who responds in this manner
will be considered as non-responsive. The Government will evaluate all
Capabilities Paper(s) submitted and provide a written response to the
offerors within 30 days after the cut-off date of the Capabilities
Papers. The purposes of this process are two fold: To inform potential
offerors whether or not the Government believes they will be a viable
competitor in this acquisition and the reasons for that opinion. (This
process will not preclude offerors from participating in the
acquisition); and to determine whether to set this aside for small
business, the 8(a) program, or to have full and open competition. To be
considered qualified, prospective offerors must meet or exceed the
following minimum requirements: 1.) Have shown broad knowledge and
experience with development and maintenance of training materials (both
task-analysis and Personnel Performance Profile (PPP)/Task Path
System(TPS)) based on applicable Naval Eduaction and Training(NAVEDTRA)
130 Series Publications, ISO-9000 Standards, AIM and Commercial Off The
Shelf (COTS) tools for curriculum development; 2.) Have demonstrated
capabilities in the design and use of Windows 95/NT, HTML, VTML, Visual
Basic, Java, UNIX based RDBMS Systems with ORACLE and interfacing with
other software including "C" programming language, SQL, C++, and UNIX
text formatting programs; 3.) Have demonstrated capability to develop
training materials for the Government/civilian environments or a broad
understanding of the process by which such material is developed; 4.)
Have demonstrated capabilities to install and provide technical
support, analysis of technical alternatives relating to distributive
processing networks (LAN& WAN), Internet, telecommunications, and the
hardware/software associated with those systems as it relates to AEC's,
LRC's and the like; 5.) Have shown experience in system engineering and
life cycle support of RDBMS-based information systems; 6.) Have
experience working in a product support and a Computer aided
Acquisition and Logistics (CALS) environment including the use of
IETM's; 7.) Have shown how you have conducted training for users,
administrators, and system administrators of computer-based systems;
8.) Have demonstrated capabilities to develop and maintain control of
the configuration of both software and hardware; 9.) Have demonstrated
capabilities to develop and maintain logistics/life cycle publications
and other documentation (e.g., User manuals, System/Subsystem
Specifications, Software Design documents, etc.); 10.) Have
demonstrated significant experience in the integration of various
technical disciplines and the management of those efforts pertaining to
the installation, troubleshooting and repair of the ADP and Network
equipment and related environment; 11.) Have demonstrated significant
experience in the area of risk management. Specifically with managing
multiple technical disciplines performing at multiple locations; 12.)
Have demonstrated knowledge of HP UNIX, SUN UNIX, SCO UNIX, Windows
3.1, Windows 3.11, Windows 95, and Windows NT Operating Systems; 13.)
Have demonstrated knowledge of Novell 3.x, Novell 4.x,Window NT Network
Operating Systems. All Capabilities Papers should include, as a
minimum, the following information in Word Format 6.0: (1) Narrative
description of current and previous programs and tasks performed that
relate to the work described above; (2) Specific technical expertise in
the areas mentioned above; (3) Past performance and experience on
Government contracts of like or similar nature; (4) Proposed teaming
arrangements; (5) Whether your company intends to bid as a prime or
subcontractor (discuss work that will be subcontracted and indicate
prospective subcontractors that will be utilized). Capabilities Papers
will be accepted until 20 April 1998. A draft Request For Proposal
(RFP) will be available on or about 30 August 1998. Firms requesting a
copy of the Draft RFP shall submit the request in writing, e-mail or
by FAX. Telephone calls will not be accepted. The final RFP is
scheduled to be released on or about 30 October 1998. The period of
performance for this anticipated contract is 12 months with four one
year options. Request(s) for the final RFP shall be in writing, e-mail
or by FAX. Telephone calls will not be accepted. All firms that
respond to this CBD announcement and request the Draft RFP will be
included in the mailing of the final RFP, if they have included their
e-mail Addresses. The Draft RFP will not be re-announced in the CBD.
All documents furnished by the Government will be paperless, therefore
correct e-mail addresses are essential. Firms will not be reimbursed
for any costs associated with the Capabilities Paper and/or proposal
