The determination to enter into a non-competitive contract is due to this workshop being proprietary in nature and it reflects Bayer Institute's unique and innovative techniques, which meets Employee Education System (EES) continuing medical education criteria. The comprehensive nature of this procurement is as such that Bayer Institute is the only responsible source who can meet our needs and no other supplies or services will satisfy EES requirements.
