23 -- PROTOTYPE OF COMPLETE HEAVY DUTY COMPRESSED NATURAL GAS (CNG) TRANSIT BUS, PROTOTYPE OF COMPLETE HEAVY DUTY COMPRESSED NATURAL GAS (CNG) MINI-BUS, PILOT FLEET OF HEAVY DUTY (CNG) SOL 263-C-00-97-00090 DUE 051498 POC Contact Point: Linda Bohannon, Chemonics International, Inc. (CI), under United States Agency for International Development (USAID) prime contract No. 263-C-00-97-00090-00 issued by USAID Mission in Egypt, is providing technical assistance to the Cairo Air Improvement Project (CAIP) in support of the Government of Egypt's efforts to reduce air pollution in Cairo. This solicitation is for Compressed Natural Gas Buses and Mini-buses as detailed under CI's prime contract Compressed Natural Gas (CNG) Component which targets the reduction of the total suspended particulate (TSP) emissions from diesel-fueled buses through the expansion and support of the use of compressed natural gas (CNG) into the Cairo transportation sector. Under the Prime Contract CI intends to issue a firm fixed price subcontract to procure: a) one complete prototype heavy duty CNG transit bus; b) one complete prototype heavy duty CNG mini-bus both designed and manufactured in the U.S; c) pilot fleet of heavy duty CNG transit bus rolling chassis; d) heavy duty CNG mini-bus rolling chassis, both to be integrated with a bus body designed, manufactured and installed in Egypt. As part of any contract award the U.S. bus manufacturer will participate in the selection of the Egyptian body manufacturer and will provide personnel for in country technical assistance, training, and oversight to insure initial and ongoing successful chassis and body integration. Supplier will be requested to recommend and supply spare parts for five (5) years. Based on the results/reception and performance of the initial pilot fleet of heavy duty CNG transit bus rolling chassis and heavy duty CNG mini-bus rolling chassis, USAID/CAIP and/or the Government of Egypt may decide to purchase additional heavy duty CNG transit bus and heavy duty CNG mini-bus chassis to further facilitate the city of Cairo's bus fleet conversion from diesel to CNG. The required delivery of 1) one complete prototype heavy duty CNG transit bus; 2) one complete prototype heavy duty mini-bus; 3) one heavy duty CNG transit bus rolling chassis; 4) and one heavy duty CNG mini-bus rolling chassis, CIF Cairo, is mid-November, with orders being released for the pilot fleet of heavy duty CNG transit bus rolling chassis and heavy duty mini-bus rolling chassis, immediately following formal acceptance, which is anticipated to be the third or fourth week of January 1999. It is not necessary to submit proposals for both the bus requirements and the mini-bus requirements to be considered for any award(s) resulting from this solicitation. Based on responses, CI will decide if one award for the prototype complete heavy duty CNG transit bus, pilot fleet of heavy duty CNG transit bus rolling chassis, prototype complete heavy duty CNG mini-bus rolling chassis and pilot fleet of heavy duty CNG mini-bus rolling chassis will be made, or if it is necessary or desirable to make two separate awards one for the prototype complete heavy duty CNG transit bus and pilot fleet of heavy duty CNG transit bus rolling chassis with a separate award being made for theprototype complete heavy duty CNG mini-bus and pilot fleet of heavy duty CNG mini-bus rolling chassis. A Pre-Proposal Conference will be held in Cairo, Egypt, on 20 April 1998 to discuss the solicitation, answer questions, and address issues.
