(VPV) Program is chartered to provide improved logistical support to
Department of Defense military bases, depot maintenance facilities
and/or weapon systems programs by seeking innovative, state of the art
integrated logistics support with private sector providers. The goal
of the VPV Program is to capture creative industry logistic practices
and mold these techniques into Government logistics solutions. The
intent is to improve weapon system readiness and customer satisfaction
at a reduced cost to the Government. The purpose of this Proposer
Information Packet (PIP) and the addendum to BAA SPO900-97-BAA01 is to
solicit concept papers that are most likely to result in improving
worldwide logistics support for the M9 Armored Combat Earthmover (M9
ACE). This M9 ACE Support Initiative will build on emerging
technologies to integrate commercial and military sources of supply
with worldwide distribution systems through the use of Electronic
Commerce/Electronic Data (EC/EDI) Interchange and Direct Vendor
Delivery. The ultimate goal is to improve worldwide operational
readiness of the M9 ACE by organizing and controlling variables which
drive supply chain management. Successful implementation and program
administration should result in improving responsiveness and quality
while simultaneously reducing associated costs, simplifying logistic
support procedures and reducing inventory obsolescence. In connection
with this project, an Industry Conference will be held on April 9,
1998, at the Defense Supply Center Columbus, 3990 E. Broad Street,
Columbus, Ohio. The Conference will begin at 9 A.M. Eastern Standard
Time in the Building 20 auditorium. The purpose of the conference is to
provide information to prospective vendors. Vendors will be encouraged
to provide information and ask questions regarding the scope and
requirements of the project. Attendance is not mandatory in order to
submit a concept paper. Those wishing to attend the Industry Conference
must make arrangements as soonas possible with the point of contact
(POC) listed at the end of this document. The administrative cut-off
date for submission of concept papers is May 8, 1998. The DSCC BAA,
Addendum, and PIP number should be used in all correspondence regarding
concept papers. All concept papers will be reviewed by Government
officials only and treated as proprietary data. Concept papers
submitted by FAX, E-MAIL or other electronic media will not be
accepted. One original and four (4) copies should be submitted directly
to the DSCC POC: Defense Supply Center Columbus, ATTN: DSCC-PLV Kerry

are to submit full concept papers only, abstracts are not required. The
