This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This is Solicitation Number: N68936-98-R-0101, and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 97-03 and Defense Acquisition Circular Number 91-12. This solicitation contains one contract line item (CLIN 0001). Description of requirement: 2 units, 175 kW Diesel Generator Set, with tandem axle trailer mounted with sound attenuated enclosure, and skid-based fuel tank (1,000 gallon). Each unit includes the generator, motor, enclosure, controls, fuel tank, trailer, and all attached/related components as one operational assembly. All units will be 1998 year models or newer and will meet or exceed the following basic requirements and specifications. Generator: 175 kW Continuous Power, 3-phase alternating current, 60 Hz, Y-connected output. Voltages required are: 120/208 and 440/254. Generator output option, switchable to provide only 440V at 175 kW -or- 208V at 87.5 kW -or- both 208V at 87.5 kW and 440V at 87.5 kW. Multi-trip circuit breaker for generator protection. Frequency regulation no-load to full-load: not greater than plus or minus 0.05 Hz. Voltage regulation no-load to full-load: plus or minus 1% maximum. Voltage dip upon full load step application: not greater than 20% for 0.6 second. Voltage rise upon full load step rejection: not greater than 24% for 0.6 second. L-L harmonic max. total: 3.5%. L-L harmonic max. single: 2.5%. Generator efficiency at full-load: not less than 90%. Generator to be designed and built within NEMA, IEEE, and ANSI standards for temp rise. Sustain short circuit at 300% of rated current up to 10 seconds. Cooling for 123 degrees F ambient. Fork lift base. Engine: diesel powered, water cooled, electronic governor control, conformance and certification of compliance with current EPA and SCAQMD requirements. Control Console: high engine temp safety shut-down, low oil pressure safety shut-down, low coolant safety shut-down, battery volt meter, hour meter, automatic or manual start, digital voltmeter, digital ammeter, speed adjust, coolant level alarm, water temp gauge, digital frequency meter, oil pressure gauge. Weather protective sound attenuated enclosure: sound level, 49 dBA or less at 50 feet, access doors to engine, generator, and controls. Trailer: meets or exceeds all DOT and California DMV regulations for highway and off road use, ball hitch and pile eye, safety chains, adjustable hitch height, lockable toolbox, dual axle, hydraulic surge brakes, stop, turn, tail, and running lights with standard 7 pin trailer connector. Additional items: two (2) sets manuals, (each set includes service/ maintenance, parts, and operation manuals), skid based fuel tank not less that 1,000 gallon fuel capacity strong enough to mount generator on, all units shall meet applicable requirements of the South Coast Air Quality Management District (SCAQMD), shall be pre-approved as certified equipment, sahll be EPA-certified as required under 40 CFR Part 89. The contractor shall provide the engine family name and documentation that a Certificate of Conformity has been obtained from EPA for the engine model year provided of 1998.
