70 -- INTERACTIVE TELEPHONY SYSTEM SOL RFP672-172-98 DUE 041398 POC Elisa Cruz 787-766-5389 This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFP672-172-98 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through FAC97-04. The SIC code is 7372 and the small business size standard is 500 employees. The contractor shall provide the following equipment and shall be fully integrated with the VA Decentralized Hospital Computer Program (DHCP): 1 Each AudioCARE Interactive Telephony System by MUMPS AudioFAX, supporting 12 telephone lines Part #VA-S12; 1 Each DHCP-Refill/English (prescription inquiry and refill) Part #DHCP-Refill; 1 Each Refill/Spanish (prescription and refill); 1Each DHCP-Appointment/English (Appointment Reminder); 1 Each DHCP-Appointment/Spanish; 1 Each DHCP-Confirm/English; 1 Each DHCP-Confirm /Spanish; 1 Each DHCP-Copay (Copay/MCCR Balance Inquiry/English); 1 Each DHCP-Copay (Copay/MCCR Balance Inquiry/English); 1 Each DHCP-Cancel/English (Notification of Clinic Cancellation);1 Each DHCP-Cancel/Spanish (Notification of Clinic Cancellation); 1 Each DHCP-Survey/English (Custom Announcements and Patient Surveys); 1 Each DHCP-Survey/Spanish(Custom Announcements and Patient Surveys); 1 Each DHCP-Staff/Call (Emergency Staff Recall); 1 Job 4-line upgrade Part #VA-U04; This system shall be [a] fully integrated (plug and play) with the Decentralized Hospital Computer Program (DHCP) and compatible with Alpha NT operating platform; [b] System must shall provide reporting mechanism that employs the DHCP File Manager; [c] system should be turn-key requiring no daily download or startup procedure and no additional or special programming requirements; [d] system shall run in an unattended mode. Software specifications [a] system must be written inintersystem open M; [b] system must be multi-user with appropriate record locking procedures; [c] system must be accessible by ANSI terminals utilizing LAT and LAN. The system is fully configured DEC Pentium PC running Microsoft NT, including all related hardware and software; all necessary hardware and software licenses for all equipment including MUMPS Talk Interactive Telephony software license and related telephony hardware; documentation, license agreement, shipping, installation and training. One-year free maintenance from date of installation including on site next business day hardware maintenance for hassle-free availability; software support, software updates and enhancements as specified in software license. Proposal shall include training for at least 4 VA employees and installation and troubleshooting training to VA HAIS staff. Installation shall be completed and system operational within 60 calendar days from date of award. FOB: Destination. Place of delivery shall be to VA Medical Center, One Veterans Plaza, San Juan, Puerto Rico. The Government will award a contract resulting from this synopsis/solicitation to the responsible Offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered.
