COMMERCE BUSINESS DAILY ISSUE OF MARCH 27,1998 PSA#2061DOT, Fed Hwy Admin, Office Of Acquisition Management, 400 7th St, SW,
Room 4410, Washington, DC 20590 A -- PRELIMINARY INVESTIGATIONS OF HIGHWAY DESIGN COUNTERMEASURES TO
AID DRIVERS WITH LIMITED EXPERIENCE SOL DTFH61-98-R-00063 DUE 060598
POC Stacey Diamond, Contract Specialist, HAM30A, (202) 366-0730 The
objectives of this contract are to: (1)determine where the research
knowledge gaps are with respect to younger and teenaged drivers in
terms of driving performance and decision-making in response to roadway
elements such as signs, pavement markings, and geometric design; (2)
determine which geometric, traffic control device, and operational
features are the most problematic, and if the problems are due to
perceptual/ cognitive issues of younger and teenaged drivers (e.g.,
developmental differences, split attention difficulties, decision
speed) or experience levels of novice drivers; and (3) using the Older
Driver Highway Design Handbook, cross-referenced with accident
databases and other measures, determine if design elements that are
suggested to help older drivers also help younger drivers, defined as
under 25 years old, and teenaged drivers (ages 14-19), and ensure that
the recommended design elements do not impede the ability of younger
drivers to safely maneuver their vehicles. -- NOTE: Submit written
