TESTS UNDER DSWA GRAYBEARD PROGRAM POC Sheila K. Roche, Negotiator,

Defense Special Weapons Agency (DSWA) plans to issue a sole source
purchase order to Leadabrand Associates to integrate, evaluate and
prioritize data from radar related radio propagation experiments
carried out during the South Pacific French atmospheric nuclear tests
utilizing original nuclear weapon effects test researchers (i.e.
Graybeards) and leading subject area experts. Leadabrand will also
relate this data to propagation data collected during the U.S.
high-altitude nuclear test series. DSWA believes that Leadabrand
Associates is the only responsible source. In order to obtain the
information necessary, the Graybeard program requires
individuals/companies that participated personally in nuclear tests.
Leadabrand employs these individuals and has the experience necessary
to cost effectively perform this effort in the time required. See Note
