Burks, Contracting Officer, (703) 325-5021 The Defense Special Weapons Agency (DSWA) plans to issue a sole source purchase order to Visidyne to plan, integrate, and coordinate the efforts of original nuclear weapon effects test researchers (i.e., Graybeards) and leading subject area experts in integrating, evaluating, and prioritizing infrared and optical background data from high-altitude nuclear weapon tests conducted during the Hardtack and Fishbowl test series. DSWA believes that Visidyne is the only responsible source. In order to obtain the information necessary, the Graybeard program requires individuals/companies that participated personally in nuclear tests. Visidyne employs these individuals and has the experience necessary to cost effectively perform this effort in the time required. See Note 22.
