Architect-Engineering Services -- Open-end contract for electrical
engineering expertise for general construction projects to include
electrical distribution systems, sub-stations, communication systems,
electrical networks, computer short circuit/coordination studies,
central control and surveillance/fire protection systems in government
facilities, including multi-story office buildings, housing units,
hospital and computer facilities. Projects will be both at Maxwell AFB
and Gunter Annex and will consist of studies, reports, investigations,
design and preparation of specifications and drawings for Title I,
Title II, and other services. The government will award one indefinite
delivery contract with a $5,000 minimum fee. No individual task order
(delivery order) will exceed a fee of $299, 000, and total taskings
will not exceed $499,000 in fees for the initial contract term ending
12 months after contract award. An option to extend the contract for
two additional 12-month periods is provided. Projects will be
accomplished for both appropriated and non-appropriated fund
activities. Selection will be based on the following criteria, listed
in descending order of priority: (1) Professional qualifications
necessary for satisfactory performance of required services. (2)
specialized experience and technical competence in the type of work
required. (3) Capacity to accomplish the work in the required time. (4)
Past performance in terms of cost control, quality of work, and
compliance with performance schedules. (5) Location. (6) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design. (7) Prior DOD
awards. Participation by small business firms and small disadvantaged
business enterprises are encouraged. Firms must include small business
and small disadvantaged representation on their SF 255. Project
requirements will be made available on or about 29 May 1998. All dates
are estimated. The proposed project listed here is unrestricted; both
small and large concerns may bid. The size standard of this project is
that for which a concern, including its affiliates having an average
annual sales or receipts for its preceding three fiscal years shall not
be in excess of $2.500,000.00. The standard industrial classification
