visit held on 03/20/98 for Solicitation F41636-98-Q0441 and to change
the last day to submit quotes for this solicitation from 31MAR98 to
08APR98. This is not a new requirement but a modification to the
existing CBD submission # 173668 dated March 02,1998. Lackland RFQ
F41636-98-Q-0441 Questions and Answers 1. Will the contract be awarded
on T&M basis or a firm fixed price basis? Answer: Firm Fixed Price2.
What does the Acronym BILC mean? Answer: Bureau of International
Language Conference. 3. Reference Section 2.1 Web Site Development,
Item c.1 Phase III Links, item d. other links, What is DLIELC intent
for other links? Answer: Our intent is to have a Hypertext link to
other relevant sites dealing with English Language Training. 4.
Reference Section 2.1 Web Site Development, Item c.2 Database Links.
How many databases are there and is it the contractor responsibility to
develop them? What information will the databases contain? What
database software is used and will it reside on the web server? Answer:
There are a total of five databases needing development and it is the
responsibility of the contractor to develop these databases. The
databases needing development are as follows: Personnel Directory, Lab
Scheduler, an Ordering System with Courseware Catalog, Help Desk, and
Alumni Student Directory. DLIELC will use Access, Sequel Server or
combination of both programs as our database software. These databases
will reside on web server. 5. Reference Section 2.1 Web Site
Development, item c.3 Intranet Established. What is the role of the
contractor in establishing the Intranet? Answer: If the contractor
proposes to host the DLIELC web server at their location, then the
contractor is responsible for the all hardware, software, and
connectivity between the two sites. Conversely, If the contractor
proposes hosting the web server at DLIELC location, then DLIELC will be
responsible for the server hardware, software, network connectivity,
not including the Internet/Intranet software. The hosting location is
responsible for performing the backup functions. The contractor will
always be responsible for insuring the Internet/Intranet software,
security protocols, and T1 Line functions properly. 6. Reference
Section 2.0.2 Web Site Hosting. What server hardware and software will
the DLIELC provide? Will site management software be included? What
database software will be provided by DLIELC? Answer: The Web Server is
a Dell P166Mhz Internet server, 256 MB RAM and 4.3 GIG HDD. The server
software is WIN NT 4.0 and MS IIS 1.0. Site Management software is the
responsibility of the contractor to provide. DLIELC has MS Access 7.0
and MS Sequel Server 6.5 as our designated database software. 7.
Reference Section 2.0.3 Web Site Security. Does DLIELC want Secure
Socket Layers? Answer: DLIELC wants the appropriate security feature in
place to protect our web site from vandalism, restrict access to the
Intranet, and allow safe electronic commerce between DLIELC and our
customers. The contractor will determine what the best security
protocol is to accomplish the above-specified guidance. 8. Reference
Section 3.1 Decision Support / On-line Help Desk. 7.What is the
contractor responsible for providing? Answer: The purpose of the
on-line help desk is to allow DLIELC user to request maintenance
support in a timely and efficient manner. This database will have a
submission form which allow the user to input their name and location,
the computer make, model and serial number, and a place to explain the
problem. After completing the form, It is sent to the helpdesk manager
for archiving and assignment. This on-line help desk will have a
bulletin board function associated with it to allow the technicians
share solution to problems they have encountered and solved. This
information must be saved for future reference. The contractor is not
responsible for providing any hardware or the personnel to perform this
function. 9. Reference Section 3.3 On-Line ordering System. What is the
intent of the on-line ordering system? How large is the catalog and
what types of items will be sold? What method of purchase transactions
does DLIELC want to utilize? Has DLIELC established its merchant
status? If not, when? Answer: The intent of the on-line order system is
to allow customers the ability to order educational materials from
DLIELC over a secure means. The primary means of purchase will be from
Credit Cards electronically. DLILELC has not applied for merchant
status, however it is in the works. DLIELC is waiting on guidance. 10.
Reference Section 3.5 Photo Cell Technology. Please explain DLIELC
intent for using Photo Cell Technology? Answer: The intent for Photo
Cell technology is to allow the student to tour the facilities before
they arrive. The intent is to take pictures of the designated
facilities and produce a 360-degree view of the static photo. The
technique used to capture the photo is solely up to the contractor. The
following areas will be capturedusing Photo Cell technology: Dorm Room,
Student Services Desk, Amigo Inn Dining Facility, Class Room, Computer
Lab, Learning Center, and The Student Activity Center. 11. Reference
Section 6.0 Maintenance and Administrative. What maintenance support is
the contractor responsible for providing? What is the expected response
time for software and connection malfunctions? Answer: If the
contractor recommends hosting the DLIELC web server at the contractors'
location, then they are responsible for all hardware, software, and T1
Line connectivity. If the contractor recommends hosting the DLIELC web
server at DLIELC Facility, then DLIELC is responsible for the web
server (hardware), Network Operating System, Internet Information
Server Software, and backing up the entire system. The contractor
remains responsible for the Inter/Intranet software, Security Protocol,
and the T1 Line connectivity. In both of the above specified
recommendations, the acceptable downtime for hardware and software is
24 hours. 12. Whatis the minimum browser this web site will support.
Answer: The minimum browser support by this web site will be Netscape
Navigator 3.0 and Internet Explorer 3.0. 13. Will DLIELC's Web Site
connect to the MILNET? Answer: No, According to Department of Defense
and Air Force Regulations, It is prohibited for a commercial ISP to
connect directly to the MILNET. Modifications to Lackland RFQ
