Contracting Officer, 301-713-0829 The U.S. Department of Commerce,
Bureau of Export Administration (BXA), intends to negotiate on a sole
source basis with Software Design Enterprises, Inc. to add a Database
Management Specialist labor category to Contract No. 50-DKEX-8-90078.
The purpose of the contract is to support BXA's control and enforcement
processing missions and its imaging system called IMAGEne. The Export
Control Automated Support Sytems (ECASS) is comprised of a Model 204
database management system (Ver. 3.1), an MVS Operating System, a TSO
On-Line Communications Package, and the ACF2 Security Package. ECASS
resides on a main-frame computer under a time-sharing arrangement at
the DOC Springfield computer Center located in Springfield, Virginia
which is linked to users at the Herbert C. Hoover Building via
telecommunications lines and modems. A password identification system
is used to identify and screen all ECASS users. The government requires
a Database Management Specialist with knowledge of U.S. export control
regulations specifically relating to high performance computers,
knowledge of BXA organizational units, familiarity with M204
programming language, and the ability to download information from a
mainframe into a flat file for manipulation into an Access database.
The government requires Database Management Specialist experience using
current DBMS technology and DBMS internals. Specifically, Microsoft
Office Suites '97 experience, to include but not limited to Microsoft
Access, Excel and Powerpoint, is required to reconstruct data
downloaded from the Bureau's mainframe based system and scanned in
data, for the purpose of producing presentation quality charts, graphs
and desktop publishing presentation. The contract includes a Base Year
and four 12-month option periods. The period of performance will be
through the end of the Base Year, September 30, 1998, or through the
end of option periods, if exercised. The Government reserves the right
not to open this requirement to competition based upon the responses
to this notice. Technical responses and requests received as a result
of this notice of intent will normally be considered solely for the
purposes of determining whether to conduct a competitive procurement.
Interested firms must submit clear and convincing data substantiating
their capability to furnish this requirement within fifteen days from
publication of this notice. A SOLICITATION PACKAGE IS NOT AVAILABLE. If
affirmative responses are not received, award will be made to Software
Design Enterprises. All responses must be submitted in writing and
