Library, Defense Intelligence Agency (DIA) is conducting a survey of
Integrated Library System (ILS) currently available in the library
automation market to determine the feasibility of migrating to a second
generation libray system. This is not a commitment either by John T.
Hughes Library or by DIA to subsequently pursue contracting for a
library system. The Library is looking for a system with robust
functionality, cost effective distributed processing, optimized
software and hardware resources with enhanced performance via modular
upgrades, a high degree of operability between disparate hardware and
software platforms, and scalability to operate on systems of all sizes.
In addition to the state-of-the-art technological innovations in the
library functional modules: OPAC (Online Public Access Catalog),
cataloging, circulation, acquisitions, serials, inter-library loan
(ILL), reserveroom, etc., the Library is also interested in a system
that will make the virtual library concept a reality.by addressing
media (paper, films, audio, videos, maps, theses, CD-ROMs, and other
media types) capture, registration, search, retrieval, and
administration. The system should be client/server based capable of
operating on either a UNIX or NT server platform and with C or C++
language that can easily accomodate the Java technology. The Library is
interested in the benefits of emerging technology while protecting the
investment already made in current equipment (MAXCESS Library Systems)
without losing the initial hardware investment. The Library seeks a
state-of-the-artsystem that assures an evolutionary capability to
maintain the currency of the system at a pace and cost that is
affordable. The Library supports the academic curriculum of the Joint
Military Intelligence College (JMIC) and the research needs of DIA.
Holdings currently consist of 100,000 volumes and documents, an
extensive collection of back issue journals, newspapers, and special
collections on microfiche and microfilm (1 million); some 9,000 maps
and other geographical materials, 1,200 audio and video materials. The
Library subscribes to 900 domestic and foreign journals, and over 100
U.S. and foreign newspapers, 22 CD-ROM databases are networked. The
annual circulation of books, tapes, etc. is 30,000. Currently, the
Library is using the 12 terminal-based MAXCESS System. Funding for
migration to a second generation system is not available in Fiscal year
(FY) 1998. No format is specified for the initial response to this RFI.
However, your response should indicate whether or not you are willing
to demonstrate your system at the Library site on a arranged date. The
Library will provide the facility for the demo, which will be at your

quote, and it is not connsidered to be a commitment by the government,
and no award will be made asa result of it. This RFI may or may not
result in a future request for bid/quote. Responses should be received
by Mr. Junaid on or before 9 April 1998. Should this requirement
result in a formal acquisition, an Ombudsman has been appointed to hear
concerns from potential offerors or offerors during the proposal
development phase of any acquisition. The purpose of this Ombudsman is
to receive and communicate serious concerns from potential offerors
when established channels are not used to address concerns during the
proposal development phase of an acquisition. In those instances where
potential offerors or offerors cannot obtain resolution of any
questions from the library, they are invited to contact the Defense
